The next item on the agenda is the debate on the statement by the Council and the Commission on the presentation of the Fit for 55 package following the publication of the IPCC report [2021/2875(RSP)]. I remind Members that all debates at this part-session do not involve spontaneous interventions and do not accept blue cards. In addition, as in the previous part-sessions, connections from Parliament’s liaison offices in the Member States are foreseen.

The minutes of the meetings from 5 to 8 July 2021 will be submitted to Parliament for approval at the beginning of the next meeting. If there are no objections, I will forward the resolutions adopted at these meetings to the persons and bodies referred to in these resolutions.

The EPP Group has forwarded to the President a decision on the modification of appointments to committees. This decision will be published in the minutes of today's meeting and will enter into force on the day of this announcement.

The next item on the agenda is the joint debate on – the oral question to the Commission on decent working and employment conditions in aviation by Lucia Ďuriš Nicholsonová, Dennis Radtke, Alicia Homs Ginel, Sylvie Brunet, France Jamet, Mounir Satouri and Sandra Pereira, on behalf of the Committee on Employment and Social Affairs (O-000049/2021 - B9-0030/21) (2021/2607(RSP)); and – Oral question to the Commission on the impact of the COVID-19 pandemic on air transport by Karima Delli, on behalf of the Committee on Transport and Tourism (O-000033/2021 – B9-0027/21) (2021/2666(RSP)).

The next item on the agenda is the debate on the Commission statement on plans and actions to accelerate a transition to innovation without the use of animals in research, mandatory testing and education (2021/2784(RSP)).

The next item on the agenda is the debate on the report by Eider Gardiazabal Rubial, on behalf of the Committee on Budgets, and Petri Sarvamaa, on behalf of the Committee on Budgetary Control, on the establishment of guidelines for the application of the general regime of conditionality for the protection of the Union budget (2021/2071(INI)) (A9-0226/2021). Ladies and gentlemen, we are a little late in the timetable, you know that we have announced votes for 1 p.m. I assume your agreement that I will briefly interrupt the debate at the appropriate time and then open the vote. I see no contradiction.

First of all, I would like to inform you that the Left Group in the European Parliament – GUE/NGL has forwarded to the President decisions on changes to appointments to committees and delegations. These decisions will be published in the minutes of today's meeting and will enter into force on the day of this announcement.

The joint debate was closed. I would like to inform you that neither a proposal to reject the Council's position nor amendments under Rules 67 and 68 have been tabled on Mr Riquet's recommendation for second reading. The Council's position is therefore deemed to have been approved and therefore the proposed legislative act is deemed to have been adopted. The votes on the recommendation for second reading by Ms Virkkunen, Mr Marinescu and Mr Riquet and on the report by Ms Bilbao Barandica will take place today, Tuesday 6 July 2021.
