Behind beautiful words, he actually speaks only of LGBT promotion, subversion of the traditional way of life and ideological hatred against Poland and Hungary, yet supported by their peoples. Your hypocrisy is all the more glaring as there was a major breach of fundamental rights in 2020 and 2021: with the pandemic, tens of millions of Europeans, under the state of emergency, have been locked up in their homes, tracked by computer, deprived of the freedom to move or protest, controlled by the police in all acts of their lives, forced to undergo medical procedures. This report does not say a word about it. Basically, fundamental rights, the European Union does not care. For her, they are only an ideological weapon to be invoked when she needs it, to be ignored otherwise. The awakening of the peoples, today in France, yesterday in Sweden, tomorrow in Italy, will punish you, I am convinced.

According to a survey conducted by the European Council on Foreign Relations, a large majority of citizens of the EU Member States are opposed to enlargement to the Balkan countries. But you don't care. On the other hand, the Kosovo government ultimately wants Kosovo to integrate into a Greater Albania that would become a de facto member of the European Union, in full contradiction with UNSCR 1244. And you don't care about that, either. In conclusion, in the face of this mind-blowing casualness, the Rassemblement National will always oppose this relentless expansionist will and will always firmly defend the interest and will of our peoples.

You condemn the Serbian minority for demonstrating, but you turn a blind eye to state-sponsored acts of violence, of which this Serbian minority is often the victim. Finally, you stress the wish of the Montenegrins to join the European Union, but you ignore the refusal of the citizens of the Member States to integrate them. So count on us, dear lady, to always oppose your federalist expansionism, to always oppose any expansion. Of course, as we know, the aim of the enlargement of the European Union is the dissolution of peoples and nations.

To those historic European nations that have suffered for half a century the throes of communist totalitarianism, you are trying to reapply the Brezhnev doctrine of "limited sovereignty." But the USSR collapsed! So I hope that your ideologue and prison Europe will collapse in turn to give way to the true Europe of nations, cooperation, projects and freedoms.

Mr President, ladies and gentlemen, before talking about the destabilisation in the Sahel, I would like to pay tribute to the 58 French soldiers who died in the line of duty and to have a thought for their families. As a former soldier in external operations, I assure them of my full solidarity. I would also like to recall that it was the outbreak of the war in Libya and the coup d’état in Côte d’Ivoire in 2011 by Nicolas Sarkozy, which mainly disorganised the region. The destruction of Libya has spread unrest throughout the Sahel, which has been exploited by Islamists, reinforced by the emergence of Daesh in Syria and which threatened to take the whole of Central Africa and the Gulf of Guinea. However, there was a bulwark that maintained stability and security in the region. That bulwark was France. In 2013, at the request of Mali, France fought Islamists and prevented the Sahel from collapsing. It acted almost alone, as the European Union, notably Angela Merkel’s Germany, stubbornly refused to support it, with only a few national contingents joining the Takuba force. It has not received any European strategic and diplomatic support and has defended, on its own, stability and democracy, which the European Union is fond of in words but which it completely ignores in action, both inside and outside Europe. Today, after the Central African Republic, France must leave Mali, which yesterday announced that it would break all its defence agreements with our country. It is therefore through diplomatic humiliation that this mission ends, where French action has proved effective, but where France has too often been isolated. It is time for France to regain its diplomatic position in this part of the world where its influence has been completely extinguished.

We therefore need to develop secure autonomous digital industries, which allow us to equip ourselves with devices that are resistant to hacking and do not voluntarily transmit our data. The European Union is not at war; on the other hand, it must embody reason, encourage appeasement and contribute to the search for a diplomatic solution. Stop the overbidding! It is in particular on the humanitarian field that our efforts must be concentrated, and the task is set to be immense. The Office of the United Nations High Commissioner for Refugees (UNHCR) is planning the movement of more than 5 million Ukrainian refugees. If the Rassemblement National, to which I belong, has been fighting with all its might for more than 40 years against the crazy migration policy that we are undergoing, like the migration pact that the European Commission imposes on us, there are situations where, again, pragmatism must take precedence over ideology. The humanitarian situation in Ukraine is an example of this, as these refugees have nothing in common with the economic migrants besieging Lampedusa or Melilla, most of whom are men and who are known not to flee the war, but who very often come to us to import it. No, in Ukraine, they are women, they are children, they are old people who do not seek to settle, but just to protect themselves while their husbands, their sons, their fathers, courageously, have taken up arms to defend their country, their homes, their families. Yes, Europe must contribute to the reception of these war refugees, just as we believe that it is up to Africa, the Middle East and Asia to manage and assume the displacement of people from these regions. I have tried to express this to you through more than 200 amendments that I have tabled, because we have an absolute duty to prioritise and promote the development of our own European companies, to the detriment of foreign companies. To do this, digital giants must comply with their legal, tax and legal obligations and we must stop, you must stop, any complacency towards GAFAM and other BATX. Commissioner Breton, you paved the way by promising that European data would be hosted only on the territory of the European Union. I take as an example our French Prime Minister, Jean Castex, doubly vaccinated, who accuses non-vaccinated people of all ills, while he himself does not respect any barrier gestures, not even wearing a mask, and ends up being contaminated by COVID. What contempt! What a guignol! The European Union keeps talking about the danger of the so-called extreme right and its totalitarian temptation, of a police, fascist and tyrannical regime. But we are there, because it is this regime that prevails today in the European Union, which claims to be democratic. When the German Minister of Health declared on Monday that Germans would be vaccinated, cured or dead by the end of winter, I understood that this pandemic had driven you completely crazy. I call on this Parliament today to condemn in the strongest possible terms these measures which violate all the principles of democracy, justice and freedom. Churchill is credited with the sentence: “the fascists of tomorrow will call themselves anti-fascists”. If you do not react, ladies and gentlemen, against these liberticidal measures, the people will have to take their destiny into their own hands and break the straitjacket imposed by this prison Europe, as Marine Le Pen, the protector of freedom, will allow them to do tomorrow in France.

You are the one who refuses to finance the anti-migrant fences that 12 European countries are calling for. You are the one who supports, finances, invites and honours the NGOs of smugglers who go to search for illegal immigrants on the Libyan coast. You are the one who spreads a borderless ideology at the slightest opportunity, and you are the one who prosecutes all those who oppose your thinking, calling them racists. Faced with your hypocritical obstruction, our proposals are simple and pragmatic. Expulsions of aliens must be carried out systematically. Applications for asylum or residence must be processed outside the European Union, in the consulates or embassies of the countries of origin. Finally, we must provide financial, legal and moral support to Frontex by massively developing semi-autonomous maritime surveillance and accepting funding for the construction of the barriers and therefore the borders that the States demand of you. Madam President, ladies and gentlemen, we are entering a very serious energy crisis: the price of natural gas has increased sevenfold since the beginning of the year, electricity in France has increased by 57% and this is just the beginning. There are two causes for this. The first is that the European Union, by means of a green ideology, sabotaged nuclear energy, which is clean and completely decarbonised, but excluded from the list of virtuous energies eligible for European funding. It wants to replace it with renewable and intermittent energy. And second cause, in 2021, the production of alternative energy, by wind turbines and dams, was catastrophic due to climatic circumstances. Add to this an oil shortage, a fourfold increase in the price of coal and a raw materials crisis, and we have no reservations. The consequences will be incalculable. As in 2016, we are at risk of massive power cuts if winter is harsh. But it is also industrial production which, for lack of raw materials and current, is likely to be at a standstill. The consequences will also be fiscal. It is the consumer who, after having suffered all the energy increases since the beginning of the year, will suffer the repercussions of the freeze decided from October to April in France, just after the presidential election, as if by chance. A miracle solution exists: European energy independence through nuclear power, particularly in France, and, because we also care about ecology, through investment in research and clean technologies of the future, such as nuclear fusion or thorium. For our sovereignty, for our independence, for our purchasing power, support our exceptional technologies, our efficient production and our researchers.

You claim that artificial intelligence would replicate and even amplify discrimination, forcing it to ban certain conclusions and be as blind as you are in the fight against crime. You refuse a smart system for detecting lies at the EU’s borders, when 80% of so-called unaccompanied minors are in fact adults and 70% of asylum applications are rejected because they are unfounded. You claim that the US case of George Floyd, which does not concern us, is evidence of alleged police racism, and demand national plans to fight the policeman rather than the thugs. We expected this report to talk about artificial intelligence, criminal efficiency, the safety of our citizens and we only have laxity for offenders and ideological lessons for law enforcement and honest citizens. Since Europe does not want to seriously control its borders and fight crime, then the Member States will have to take back their destiny and decide by election or referendum on the vital issues of security and sovereignty: This is exactly what Marine Le Pen will be offering in France in March 2022.

Madam President, ladies and gentlemen, Commissioner, the fight against child crime and the protection of the innocence of our children are essential fights that we, as parliamentarians, must fight on a daily basis. I will therefore not criticise the principle of the regulation we are examining today. Indeed, we absolutely must provide in the law on the confidentiality of data on the Internet an exception concerning child pornography, since this is in no way a matter of privacy. However, I will have two comments, since the exception for paedophiles only now comes within the framework of a directive which has been in force since December. Does this mean that predators have been protected by European law for six months? Were there any investigations blocked, dismissed, forgotten? Could monsters have escaped justice because of this legal vacuum? My second point concerns the fact that our texts punish online solicitation of minors who have not reached the age of sexual consent. However, it differs from one State to another. A predator can therefore escape the law depending on whether or not his victim lives in a country where the sexual majority is different. However, I have already asked you several times to recommend harmonising our laws on this essential point. I even proposed to you in January of that year a resolution which you rejected. This lack of reaction is irresponsible, even criminal. Unfortunately, child pornography only exists after the filthy acts that have been committed. So it is always too late. The priority is therefore to act upstream to prevent the dissemination on social networks of content inciting paedophilia, in order to prevent predators from cracking down and evading the laws. Platforms like TikTok, Netflix, YouTube are full of videos hypersexualizing the bodies of young children. This must stop.
