By contrast, when the Soviet system, communism and its 100 million deaths, oppressed Poles and Hungarians for decades, you could hear almost nothing from the fathers you claim. Your hypocrisy is all the more glaring as there was a major breach of fundamental rights in 2020 and 2021: with the pandemic, tens of millions of Europeans, under the state of emergency, have been locked up in their homes, tracked by computer, deprived of the freedom to move or protest, controlled by the police in all acts of their lives, forced to undergo medical procedures. This report does not say a word about it. Basically, fundamental rights, the European Union does not care. For her, they are only an ideological weapon to be invoked when she needs it, to be ignored otherwise. The awakening of the peoples, today in France, yesterday in Sweden, tomorrow in Italy, will punish you, I am convinced.

Madam President, ladies and gentlemen, when I hear your discussion on rising energy prices, I feel that there is a repetition of the delusional management of COVID. I still remember: absurd lockdowns, inconsistent measures and social death for the unvaccinated. You had at least the excuse of having suffered this pandemic while the energy crisis, you provoked and even amplified it. Because it is the European Union, under the presidency of Emmanuel Macron’s Council, that has taken blind and inappropriate sanctions against Russia, mixing the legitimate with the absurd, without taking into account the warnings that the oppositions, led by Marine Le Pen, have constantly raised. This energy COVID is revoltingly stupid. You block Russian gas exports and then complain that we no longer have gas. Even more hypocritical, you buy three times more gas from the Chinese, who buy it from the Russians themselves, so it is our compatriots who pay for it. You are irresponsible, ideologues and incompetent! Today, you want to introduce energy consumption quotas. Tomorrow, you will demand an energy pass to monitor the consumption of our compatriots. So, you know what? Because of your incompetence, Europeans could spend the winter in the cold and in the dark. And, ladies and gentlemen, we could all end up with candles.

Madam President, ladies and gentlemen, after the slap in the face of Brexit, the European Union is fanatically trying to convince itself that it remains a force of attraction, seeking at all costs to integrate new countries into the EU. It does not matter whether they are under armed secession like Moldova, or outright at war like Ukraine. It does not matter whether it is a notoriously mafia-like, Islamist, trafficked territory, as illustrated in the present case of Kosovo. In fact, you want to open Europe’s doors to the massive influx of weapons, drug trafficking, human trafficking and Islamist terrorism. I would remind you that it was Kosovo that provided the largest number of jihadists to Syria and Iraq in Europe, in proportion to its number of inhabitants. However, you immediately advocate Kosovo’s accession to the European Union, as well as visa liberalisation for Kosovars, without worrying that five EU Member States still do not recognise the existence of the territory. This report, as usual, is an ideological collection that takes no account of the real consequences that an accession of Kosovo would have on all European countries. According to a survey conducted by the European Council on Foreign Relations, a large majority of citizens of the EU Member States are opposed to enlargement to the Balkan countries. But you don't care. On the other hand, the Kosovo government ultimately wants Kosovo to integrate into a Greater Albania that would become a de facto member of the European Union, in full contradiction with UNSCR 1244. And you don't care about that, either. In conclusion, in the face of this mind-blowing casualness, the Rassemblement National will always oppose this relentless expansionist will and will always firmly defend the interest and will of our peoples.

Madam President, “one day, millions of people will leave the underprivileged parts of the planet to reach the rich lands of the Northern Hemisphere. And this invasion will be neither fraternal nor even peaceful. Ladies and gentlemen, Algerian President Houari Boumédiène spoke in 1974. This prophetic and chilling phrase finds its illustration in the wild assaults on the Spanish borders in Ceuta and Melilla, by hordes of thousands of illegal immigrants who climb the gates and force the entry of our continent. This is the same hostile intention when Algeria sends boats loaded with hundreds of illegal immigrants to Spain to put pressure on it. These migrants, on whom European politicians sometimes shed crocodile tears, are openly considered harmful by both Algeria and Turkey, and their presence weakens Europe. Among them, how many future Islamist slaughterers, mass rapists like in Cologne or criminals making our cities unlivable and rotting the lives of our compatriots? They all benefit from the encouragement and complicit help of immigrationist NGOs, the extreme left, but also from the lobbies infiltrating the European Union. Boumédiène's prophecy is now taking shape before our eyes: When will you finally become aware of it?

Madam President, ladies and gentlemen, if I say 20th in the world, you may think that I am referring to an ATP classification or another sporting classification. Well, no. According to an article in the British daily , this is the ranking of the fortune of former Montenegrin President Dukanović in that of world political leaders; his personal wealth is estimated at more than €10 million, part of which, as we know, comes from international trafficking, for which he is prosecuted in some EU countries. Yet, driven by the desire to strengthen European hegemony in the field of foreign affairs and move towards its federalisation, you want to integrate Montenegro at all costs. Your obstinacy pushes you to limitless hypocrisy. Thus, you are constantly denouncing foreign interference in Montenegro, but you are increasing the European Union’s requests for interference in order for it to pour its ideology into it. You condemn the Serbian minority for demonstrating, but you turn a blind eye to state-sponsored acts of violence, of which this Serbian minority is often the victim. Finally, you stress the wish of the Montenegrins to join the European Union, but you ignore the refusal of the citizens of the Member States to integrate them. So count on us, dear lady, to always oppose your federalist expansionism, to always oppose any expansion. Of course, as we know, the aim of the enlargement of the European Union is the dissolution of peoples and nations.

Mr President, ladies and gentlemen. Once again, the European Commission promotes its absolute immigrationist ideology and encourages the submersion of our European nations. This time, the pretext is to attract talent from abroad, especially from North Africa. But what talents? The ones we saw at the Stade de France sowing chaos during the Football Champions League final a few days ago? Those who fill our prisons, who empty the Social Security funds and who make up the hit parade of terrorism? No thanks. Attracting talent that will maintain downward pressure on wages, remain permanently in Europe and engulf an already saturated labour market? No thanks too. Attracting talent that will deprive developing countries of technicians and managers essential to their development and that will maintain the air appeal of these countries to Europe? No thanks. With the globalists, the immigration chosen always turns into immigration suffered. We say no to ideology masked by sordid mercantile logic. Yes, we support training agreements. Yes, we support temporary work visas, but our priority will always be on the side of our people. Before recruiting foreign talent, let's first try to preserve our own.

Madam President, the Commission’s annual Rule of Law Report is a regular opportunity for the European Union to demonstrate its deeply ideological nature. Poland and Hungary are unquestionably democratic countries, whether you like it or not. The Hungarian government has just seen its political majority confirmed and even amplified at the ballot box. Poland is at the forefront of welcoming Ukrainian refugees. But in order to circumvent democracy, you have twisted the meaning of the concept of the rule of law. However, it is based on a first imperative condition: the sovereignty of a people and a nation that gives itself its laws and respects them. But you use the word ‘rule of law’ to refer to the ideologue state, the one that follows your political principles, if necessary against the law. It is because Hungary and Poland, supported by their peoples, are challenging your unique ideology, that these two great nations are accused of being undemocratic and threatened with being pilloried by illegitimate, because unelected, Europeanist technocrats. To those historic European nations that have suffered for half a century the throes of communist totalitarianism, you are trying to reapply the Brezhnev doctrine of "limited sovereignty." But the USSR collapsed! So I hope that your ideologue and prison Europe will collapse in turn to give way to the true Europe of nations, cooperation, projects and freedoms.

Mr President, ladies and gentlemen, before talking about the destabilisation in the Sahel, I would like to pay tribute to the 58 French soldiers who died in the line of duty and to have a thought for their families. As a former soldier in external operations, I assure them of my full solidarity. I would also like to recall that it was the outbreak of the war in Libya and the coup d’état in Côte d’Ivoire in 2011 by Nicolas Sarkozy, which mainly disorganised the region. The destruction of Libya has spread unrest throughout the Sahel, which has been exploited by Islamists, reinforced by the emergence of Daesh in Syria and which threatened to take the whole of Central Africa and the Gulf of Guinea. However, there was a bulwark that maintained stability and security in the region. That bulwark was France. In 2013, at the request of Mali, France fought Islamists and prevented the Sahel from collapsing. It acted almost alone, as the European Union, notably Angela Merkel’s Germany, stubbornly refused to support it, with only a few national contingents joining the Takuba force. It has not received any European strategic and diplomatic support and has defended, on its own, stability and democracy, which the European Union is fond of in words but which it completely ignores in action, both inside and outside Europe. Today, after the Central African Republic, France must leave Mali, which yesterday announced that it would break all its defence agreements with our country. It is therefore through diplomatic humiliation that this mission ends, where French action has proved effective, but where France has too often been isolated. It is time for France to regain its diplomatic position in this part of the world where its influence has been completely extinguished.

Mr President, ladies and gentlemen, espionage undermines our fundamental rights, whether carried out by companies or by states, which is often the same thing. And we are legitimately indignant when it is practiced in our Europe. The subject is serious and involves not spreading in language clumsiness motivated by political hostility, rather than by the interest of Europeans. Because if you want to be serious about the strength of your convictions, I must immediately remind you that 80% of European computers are infected with spyware called Microsoft. If these actions are, as you say, systemic breaches of the rule of law calling for heavy sanctions, remember how the US listened to European leaders. As recently as last week, the Commission reached an agreement with the Americans on the confidentiality of personal data. Remember that the United Arab Emirates, Morocco, Israel used Pegasus, but against them, where are the sanctions? We are agitating against some states because we can reach them, and we are lying in front of others because we are dependent on them. So our best answer will not be in the hypocritical retaliatory measures we take against just a few countries, it will be in the digital emancipation of Europe. Specialists will tell you, every electronic component from the software brick to the physical hardware can be trapped. We therefore need to develop secure autonomous digital industries, which allow us to equip ourselves with devices that are resistant to hacking and do not voluntarily transmit our data. Only in this way will we be better defended against attacks and stronger to respond to them.

Madam President, both the health crisis and the war in Ukraine reveal that the European Union, which for 40 years has promised us that it will protect us, has once again betrayed us and significantly weakened us. In the name of globalism and free competition, you have sold all our strategic activities: medical, as we observed during the pandemic, but also energy, military and digital. Your ideology has supplanted pragmatism and today it is the peoples of Europe who will suffer the terrible damage of bad choices, especially in terms of purchasing power. Nuclear energy is the greenest, cheapest and most autonomous energy. Having methodically sabotaged it, from the European energy market to the attempts to dismantle EDF, is a strategic, economic and political suicide. By your choices, you have made us dependent on the rest of the world in all areas. It is time for this federal Europe to resign in order to give way to a great Europe of nations, capable of protecting our sovereignty and cooperating on major projects – Ariane and Airbus being two examples. In a few days' time, Marine Le Pen will come here to change direction, put an end to this ridicule and finally defend the peoples of Europe.

Madam President, ladies and gentlemen, some claimed that, thanks to the European Union, war would no longer exist, destined to be classified in history books, that the European Union would form the diplomatic bulwark sufficiently credible to allow deterrence or to safeguard peace at home and in its neighbours. These must be hangovers. The war has broken into our doors, the doors of Europe. While we strongly and unambiguously condemn the Russian invasion of Ukraine, I call on Ms von der Leyen to be more moderate and humble in her statements. The situation is serious enough that we do not shake the red cloth. The European Union is not at war; on the other hand, it must embody reason, encourage appeasement and contribute to the search for a diplomatic solution. Stop the overbidding! It is in particular on the humanitarian field that our efforts must be concentrated, and the task is set to be immense. The Office of the United Nations High Commissioner for Refugees (UNHCR) is planning the movement of more than 5 million Ukrainian refugees. If the Rassemblement National, to which I belong, has been fighting with all its might for more than 40 years against the crazy migration policy that we are undergoing, like the migration pact that the European Commission imposes on us, there are situations where, again, pragmatism must take precedence over ideology. The humanitarian situation in Ukraine is an example of this, as these refugees have nothing in common with the economic migrants besieging Lampedusa or Melilla, most of whom are men and who are known not to flee the war, but who very often come to us to import it. No, in Ukraine, they are women, they are children, they are old people who do not seek to settle, but just to protect themselves while their husbands, their sons, their fathers, courageously, have taken up arms to defend their country, their homes, their families. Yes, Europe must contribute to the reception of these war refugees, just as we believe that it is up to Africa, the Middle East and Asia to manage and assume the displacement of people from these regions. Yes, we have a duty to welcome those Europeans who share with us a territory, a common civilisation or a Christian culture. Yes, ladies and gentlemen, we have a duty to welcome these refugees, because they are real war refugees.

Mr President, ladies and gentlemen, Commissioners, the legislation on digital giants is a key topic and the DSA we are studying today is undoubtedly a step forward for Europe. Unfortunately, and despite our many alerts, you have been slow to set it up. For decades, in the name of the free market, you have allowed American giants to completely occupy our societies and our lives. And you are taking action against them today that would have been more useful if we had been 20 or 30 years behind. Because today, the top 20 tech companies are non-European and you bear the responsibility. These American giants dominate us, they crush us and replacing them becomes a necessity. Our goal is therefore to find balance and independence. If we want to win the war against GAFAMs, if we want to ensure data security for Europeans, if we want to protect their privacy, if we want to develop the potential of our own companies and ensure digital sovereignty for the European Union, we can no longer apply your ideological logics of openness and free competition. I have tried to express this to you through more than 200 amendments that I have tabled, because we have an absolute duty to prioritise and promote the development of our own European companies, to the detriment of foreign companies. To do this, digital giants must comply with their legal, tax and legal obligations and we must stop, you must stop, any complacency towards GAFAM and other BATX. Commissioner Breton, you paved the way by promising that European data would be hosted only on the territory of the European Union. But you have flouted your word and disappointed the expectations of tens of millions of European users. So it is time for words to take action and for the digital challenge, the digital sovereignty evoked this morning by Emmanuel Macron, to be neither a slogan nor yet another communication operation, but a real political objective.

Mr President, ladies and gentlemen, the hysteria in this European Union continues. For almost a month now, we have been talking with horror only about the Omicron variant, which is less dangerous than the flu and has so far caused no deaths in the European Union. Today, we want to vaccinate our children by managing through fear and increasing the number of liberticidal measures. Like our French Prime Minister, Jean Castex, who does not hesitate to shamefully accuse his own 11-year-old daughter of having contaminated him. Because even if she had been vaccinated, everyone knows that she could still have contaminated him. For us, this is definitely a no to compulsory vaccination for our children. I hear you constantly talking about the risk of the so-called extreme right, but it is in our democracies that you need a state document to go to the cinema or have a coffee. So, what a scandal! Stop losing your mind, please! Stop segregation and stop stigmatizing the unvaccinated. As Marine Le Pen proposes, let's choose to convince rather than coerce. Let's call for accountability and focus on pedagogy and treatment. It is time to regain reason and our freedoms.

Madam President, ladies and gentlemen, this is a serious time. As we debate, several Member States have decided to apply repressive, discriminatory and unconstitutional measures against their people in order to speed up mass vaccination, without any respect for vaccine freedom. Repressive measures, such as in the Netherlands where, last week, police forces were ordered to fire live ammunition at the population. Discriminatory measures, such as when states such as the Czech Republic, Germany, Austria or Slovakia decide to confine their non-vaccinated persons on pain of heavy penalties or even imprisonment. Unconstitutional measures, such as when the Latvian government prohibits parliamentarians from voting or participating in debates if they have not received the vaccine. These unspeakable, totally disproportionate measures, without any scientific basis, are a disgrace to Europe, especially when it is proven that the vaccine does not prevent infection with the virus or its transmission. I take as an example our French Prime Minister, Jean Castex, doubly vaccinated, who accuses non-vaccinated people of all ills, while he himself does not respect any barrier gestures, not even wearing a mask, and ends up being contaminated by COVID. What contempt! What a guignol! The European Union keeps talking about the danger of the so-called extreme right and its totalitarian temptation, of a police, fascist and tyrannical regime. But we are there, because it is this regime that prevails today in the European Union, which claims to be democratic. When the German Minister of Health declared on Monday that Germans would be vaccinated, cured or dead by the end of winter, I understood that this pandemic had driven you completely crazy. I call on this Parliament today to condemn in the strongest possible terms these measures which violate all the principles of democracy, justice and freedom. Churchill is credited with the sentence: “the fascists of tomorrow will call themselves anti-fascists”. If you do not react, ladies and gentlemen, against these liberticidal measures, the people will have to take their destiny into their own hands and break the straitjacket imposed by this prison Europe, as Marine Le Pen, the protector of freedom, will allow them to do tomorrow in France.

Madam President, ladies and gentlemen, your report on European political parties believes that it supports your federalist obsessions and weakens nationals, your only opponents. Transnational lists for the European elections, mandatory respect for your values poisoned by your ideology, everything is there. You even dare to write that political parties must be the mouthpieces of EU policy. But this moment of triumph prepares your own debacle. Administratively, first, this report contradicts years of absurd practices by the European Parliament, which claimed that political parties should not engage in political activities, but only work to build the Euro-globalist superstate. You have also persecuted our elected representatives on this insane logic. Today, you finally admit this evidence: we are national representatives in the European Parliament who must put our parliamentary resources at the service of political activities. On a democratic level, you finally recognize the essential nature of the diversity of ideas. But in this prison Europe that you have built, the only dissenting voice is ours, that of the peoples and nations opposed to your globalist and liberal vision. This is the voice you fight so hard against. On 2 July, 16 political parties across Europe signed a joint declaration on the future of Europe that equates us with the Siamese brothers of the pseudo-right and the socialists. This joint declaration, whose signatories are in power or about to accede to it, will put a stop to your federalist nightmare to pave the way for the Europe of the nations we call for and which, tomorrow, Marine Le Pen will embody in France.

Mr President, since 2014, 3 250 000 illegal migrants have crossed the external borders of the European Union illegally, not counting legal migrants. In 2019 and 2020 alone, 887 000 foreigners received orders to leave European territory, but 675 000 of them were never executed and new migration routes are opening up, notably in the Canary Islands or from Belarus. While, in the face of this migratory surge, the only bulwark that exists at European level should be Frontex, all your efforts are to denigrate it. To justify your immigrationist ideology, you refer to an alleged lack of transparency or violations of fundamental rights. But the most hypocritical thing is that you have the nerve to say that Frontex’s action is ineffective when you keep putting constraints on it. You are the one who refuses to finance the anti-migrant fences that 12 European countries are calling for. You are the one who supports, finances, invites and honours the NGOs of smugglers who go to search for illegal immigrants on the Libyan coast. You are the one who spreads a borderless ideology at the slightest opportunity, and you are the one who prosecutes all those who oppose your thinking, calling them racists. Faced with your hypocritical obstruction, our proposals are simple and pragmatic. Expulsions of aliens must be carried out systematically. Applications for asylum or residence must be processed outside the European Union, in the consulates or embassies of the countries of origin. Finally, we must provide financial, legal and moral support to Frontex by massively developing semi-autonomous maritime surveillance and accepting funding for the construction of the barriers and therefore the borders that the States demand of you. The States which, I would remind you, must have the freedom to choose who returns or who does not return to their own territory.

Dear President, ladies and gentlemen, the European Parliament is denouncing its opponents as extreme right-wingers, a term that is only one element of language that you use as a scarecrow to attack all those who turn away from the official line and shake up your system and its thinking. Yesterday Poland, today Italy. With your ideology WokeDo not hesitate to condemn our history and call our customs and culture far-right ideologies. The far right is everywhere. On the other hand, when in Ukraine battalions with Nazi symbols fight the Russians, you are silent, because they serve your interests and your sectarian ideology. When the Islamist movement Millî Görüs organizes in Europe the fifth nationalist column of the dictator Erdoğan, you are no longer heard. You speak of the extreme right, but you are building a Europe of prisons and sects. And despite serious warnings, such as Brexit, you are incapable of any questioning of your functioning. Europeans are less and less fooled by your manoeuvres. They know that when you call them extreme right-wingers, you are trying to disqualify the only defenders of freedom, democracy and sovereignty. Your federal Europe has been a failure for 40 years. It will go out and give way to the one we want: a great Europe of free nations and peoples.

Madam President, ladies and gentlemen, we are entering a very serious energy crisis: the price of natural gas has increased sevenfold since the beginning of the year, electricity in France has increased by 57% and this is just the beginning. There are two causes for this. The first is that the European Union, by means of a green ideology, sabotaged nuclear energy, which is clean and completely decarbonised, but excluded from the list of virtuous energies eligible for European funding. It wants to replace it with renewable and intermittent energy. And second cause, in 2021, the production of alternative energy, by wind turbines and dams, was catastrophic due to climatic circumstances. Add to this an oil shortage, a fourfold increase in the price of coal and a raw materials crisis, and we have no reservations. The consequences will be incalculable. As in 2016, we are at risk of massive power cuts if winter is harsh. But it is also industrial production which, for lack of raw materials and current, is likely to be at a standstill. The consequences will also be fiscal. It is the consumer who, after having suffered all the energy increases since the beginning of the year, will suffer the repercussions of the freeze decided from October to April in France, just after the presidential election, as if by chance. A miracle solution exists: European energy independence through nuclear power, particularly in France, and, because we also care about ecology, through investment in research and clean technologies of the future, such as nuclear fusion or thorium. For our sovereignty, for our independence, for our purchasing power, support our exceptional technologies, our efficient production and our researchers.

Mr President, ladies and gentlemen, artificial intelligence is an admirable tool and a tremendous potential for our peoples and nations. But as usual, the European Union is spoiling it in the worst way, turning it into an instrument of ideological struggle. Thus, in police and judicial matters, where information technology can make decisive progress for the security of our citizens, particularly our children, you limit its use. You claim that artificial intelligence would replicate and even amplify discrimination, forcing it to ban certain conclusions and be as blind as you are in the fight against crime. You refuse a smart system for detecting lies at the EU’s borders, when 80% of so-called unaccompanied minors are in fact adults and 70% of asylum applications are rejected because they are unfounded. You claim that the US case of George Floyd, which does not concern us, is evidence of alleged police racism, and demand national plans to fight the policeman rather than the thugs. We expected this report to talk about artificial intelligence, criminal efficiency, the safety of our citizens and we only have laxity for offenders and ideological lessons for law enforcement and honest citizens. Since Europe does not want to seriously control its borders and fight crime, then the Member States will have to take back their destiny and decide by election or referendum on the vital issues of security and sovereignty: This is exactly what Marine Le Pen will be offering in France in March 2022.

Madam President, ladies and gentlemen, Commissioner, the fight against child crime and the protection of the innocence of our children are essential fights that we, as parliamentarians, must fight on a daily basis. I will therefore not criticise the principle of the regulation we are examining today. Indeed, we absolutely must provide in the law on the confidentiality of data on the Internet an exception concerning child pornography, since this is in no way a matter of privacy. However, I will have two comments, since the exception for paedophiles only now comes within the framework of a directive which has been in force since December. Does this mean that predators have been protected by European law for six months? Were there any investigations blocked, dismissed, forgotten? Could monsters have escaped justice because of this legal vacuum? My second point concerns the fact that our texts punish online solicitation of minors who have not reached the age of sexual consent. However, it differs from one State to another. A predator can therefore escape the law depending on whether or not his victim lives in a country where the sexual majority is different. However, I have already asked you several times to recommend harmonising our laws on this essential point. I even proposed to you in January of that year a resolution which you rejected. This lack of reaction is irresponsible, even criminal. Unfortunately, child pornography only exists after the filthy acts that have been committed. So it is always too late. The priority is therefore to act upstream to prevent the dissemination on social networks of content inciting paedophilia, in order to prevent predators from cracking down and evading the laws. Platforms like TikTok, Netflix, YouTube are full of videos hypersexualizing the bodies of young children. This must stop.
