Madam President, ladies and gentlemen, real ethnic cleansing is taking place on our doorstep. The planned eradication on part of its historical territory of a civilization three thousand years old, that of the Armenian people, the first Christian nation in history. This glorious qualification could only attract the contempt of some Eurocrats who, by their insensitivity to the drama of the population of Nagorno-Karabakh, demonstrate once again their contempt for all that is Christian and which constitutes the true common roots of all European peoples. The Armenians, a people victim of the first of the great genocides of the twentieth century, still abhorrently denied by Turkey and who saw disappear in atrocious conditions almost one and a half million Armenians. In these painful moments, I wish to greet our French compatriots of Armenian origin who, still attached to their very ancient roots, have fully assimilated themselves to France and the Republic. Let them know that their struggles of today forever are the ones we carry in our group. But if Azerbaijan can now implement such abuses, it is because the Baku regime, supported by that of Erdogan, benefits from the complicity of the governing bodies of the European Union. Yes, the President of the European Commission is accountable. Through the gas contract with Azerbaijan, Ursula von der Leyen gave the autocrat Aliyev a permit to kill and purify in Nagorno-Karabakh. It also pledged €60 million in EU funds and up to €2 billion in investment projects to the Baku regime. This money, paid in spite of them by European taxpayers, is that of the blood of Armenians, blood that the President of the European Commission has now indelibly on her hands.

Mr President, ladies and gentlemen, corruption in the administration and fraud in residence permits are nuisances that must be tackled with the utmost firmness. You refer to the case of Poland, which you systematically have in the viewfinder, whatever it does. This questioning, which occurs opportunely two weeks before the Polish elections, openly targets the Polish government, which has nevertheless reacted firmly to repress a traffic whose real perpetrators were consular officials in ankle with private companies. The Renaissance Group is at the origin of this debate. So I invite the elected macronists to take a closer look at the French visa policy. In some countries, France delegates visa instruction to private bodies at the risk of a black market similar to the one we see in Poland. This happened last year in Morocco, but there the European Union did not launch any procedure or debate. It is true that immigration for you is not a problem, it is a project. What can we also say about the number of elected representatives and community activists who facilitate the production of attestations of convenience? All this demonstrates the abuse of Schengen visas used to cross Europe to only a handful of countries, always the same. For our part, we call for Schengen visas to be reserved for European nationals only and for internal borders to be re-established in other cases. This is how this type of traffic will be avoided.

Madam President, ladies and gentlemen, the European Union’s march towards federalism is continuing and it is taking advantage of the crises to acquire new powers. Moreover, everything is a pretext for grabbing full powers. These powers, which have never been provided for in the Treaties, are obviously worrying, as Eurocrats may not hesitate to declare that their political adversaries represent a threat to be fought. But they are also not reassuring in situations of objective crisis. The coronavirus pandemic has shown the inefficiency of the European Union. The European Commission acted in total opacity by keeping vaccine contracts secret. It acted with incompetence in the negotiations, and with brutality in banning country-by-country negotiations. And today, she wants to repeat this calamitous result in all areas. But the single market is also about the movement of people. Let us remember the European Union’s ideological refusal to close borders, because ‘the virus does not have a passport’, before imposing a health pass for any movement. So let us be aware that in the event of a new migration crisis, with this text, the European Union will take all the powers. We cannot accept such an exorbitant risk. In times of crisis, only nations are the refuge of citizens.

Madam President, ladies and gentlemen, the sovereignty of France, like that of nations, is not negotiable. Although the European EDIRPA instrument, which is a joint weapons procurement system, remains for the moment limited in scope and financial volume, it nevertheless creates a perspective that we cannot accept. The French defence industry, its patents, the Rafale, the Leclerc tank, our nuclear strike force come from the sole work and merit of our research. We do not intend to transfer the expertise to third countries. In this regard, he is pleased that Emmanuel Macron, always anxious to be the right pupil of the European Union, was humiliated by being ousted from the European tank project. Macron loses, but French sovereignty wins. Secondly, at least as much as the text, it is the context that raises all our concerns. EDIRPA is openly part of a prospect of massive and continuous armament of Ukraine, thus a deliberate will to ignore the possibility of exiting this dramatic conflict through negotiation. This opinion slavishly mirrors that of the European Commission and becomes more caricatural every year. Bosnia and Herzegovina, an unlikely state, reflects all the dangerous fantasies of the European Union. You, the majority of this European Parliament, sing the praises of a multiculturalism that essentially does the business of radical Islam. Far from seeing the growing number of Muslim Bosnians engaged in the jihadist ranks, you have only one obsessive target: the Republic of Bosnia and Herzegovina. In both Bosnia and Kosovo, you are in fact only trying to humiliate the Serbian people and destroy their rights – in this case, in a Bosnian federal entity that has no historical legitimacy. In many areas, we now know that the Eurocrats are more royalistic than the king who sits in Washington. Thus, with regard to Bosnia and Herzegovina, you intend to trample on the Dayton Agreements, which, despite their flaws, still enshrine the existence of the Bosnian Serb Republic when you want to dissolve it. And we think we are dreaming when we read in the report that Bosnia must make, I quote, a gradual transition from Dayton to Brussels. We call on the European Union to stop its forward flight and stop its attacks on the Bosnian Serb Republic, as well as on the European peoples, who have the courage to speak out democratically against it.

As you know, France is a pioneer on this issue, creating controlled designations of origin in 1935. Geographical indications must be a bulwark against the dominance of foreign brands, whose EU free trade agreements promote unfair competition. Let me be chauvinist. It does not feel French when it comes to Bordeaux wines, champagne, cognac and Armagnac, which make our terroirs irreplaceable places of civilisation. The wine designations will therefore be kept within the current framework, and this is a good thing because our winegrowers almost experienced new setbacks after the mandatory displays on the bottles were extended. However, mistrust on the upcoming regulation, on the recycling of bottles that will be impracticable for liqueurs and several specific wine formats. Once again, I congratulate all our colleagues for having taken into account a number of our recommendations that are in the interests of our winegrowers. Madam President, finally, a debate on immigration, which Mrs Keller, or Mrs L’clair, does not displease, since she has already disappeared from the Chamber. Finally, a debate that raises relevant questions because the externalisation of asylum applications is finally mentioned. It has been completely logical for us for a long time. As a matter of principle, an asylum application must be lodged outside the national territory of the host country, as it is well known that the right to asylum which the European Union seeks to monopolise is today an essential vector of illegal immigration. This is a key issue for us: re-establishing full state ownership of asylum policy. As a result, governments will be held accountable and will no longer be subject to EU quotas for illegal migrants. On the other hand, we require conditionality in aid. Without the resumption of illegal migrants, criminals and delinquents, this must be the end of financial aid. The right to asylum is an exceptional right and must remain so, and not become a fully-fledged immigration channel. We no longer have the means or the capacity to welcome the misery of the world, because we are neither a hotel nor a social window.

In that case, the right to self-determination no longer exists. The so-called values of the European Union are collapsing in the face of a criminal and mafia pseudo-state gangrene by Islamism, of which you have made your beloved child. Visa liberalisation on 1 January 2024 is the last gift you gave it, a poisoned gift for EU Member States that will suffer even more from Kosovar gang crime. In addition to all this, you claim to dictate to Serbia its foreign policy and strategic commitments in ignorance, contempt and aversion to what has been the ferment of its deepest identity for centuries. Kosovo, in the end, embodies your policy: the dissolution of nations, benevolence towards serious crime and radical Islamism, migratory submergence and, above all, the establishment of your anti-national autocracy.
The need for a coherent strategy for EU-China Relations (debate)

After not seeing anything coming, in the ranks of his majority, about Qatargate, it was time. Of course, the questions are limited to NGOs that have already been publicly compromised. No way to look further, because we could discover many turpitudes. Not a word either about the often identical political orientation of the corrupt: Socialists, federalists, rights-of-hommists and, of course, opponents of our political group. To fill these gaps, I invite you to read the excellent report by my German colleague Joachim Kuhs on EU funding for NGOs. This report shows how the European Union has outsourced its policy to NGOs, used as agents of influence, so much so that we can speak of quasi-governmental organisations. The European Union uses these NGOs, which it calls ‘civil society’, in preference to national authorities, paradoxically because the public authorities are directed or even corrupt, she says, whereas NGOs are independent. What a thrill, when you see what ideology and what corruption reign there! For example, the NGOs of the famous George Soros received more than €25 million. More importantly, financial support for NGOs close to Islamists. For example, 550,000 euros donated to Islamic Relief in Germany, linked to Hamas, Hezbollah and the Muslim Brotherhood. Or €1.16 million to the European Network Against Racism, whose director was a member of the Muslim Brotherhood until 2008. Collusion and corruption are rampant in this opaque world of NGOs, but the European Union will not do anything about it, because it benefits from it. Thank you.

Mr President, every year the report on the common security and defence policy marks a further step towards federalism in an area that should not even be a competence of the European Union. For us, the war in Ukraine is a tragedy that must be brought to an end as soon as possible through negotiation. For you, this is an opportunity to go to war. This is hardly believable. The text states in full that the mutual assistance clause of the Member States in the event of aggression must be extended to destabilisation, economic pressure or disinformation. This is very serious. You want Europe to attack Russia, but you also want Russia to attack Europe, asking for heavy weapons to be delivered to Ukraine, knowing that Russia sees this as belligerence. We categorically refuse to go into the escalation you propose. For ease, you even want to remove the unanimity of states on defence issues. For us, this is unthinkable. You should also be aware that it is out of the question for us to fuse the strategic interests of European countries, and especially France, with those of NATO. Please note that we will not let you liquidate the French defence industry in a so-called European industrial base. Last but not least, for us, France’s diplomatic, strategic and military sovereignty is not negotiable.
Tackle the cost of living crisis: increase pay, tax profits, stop speculation (topical debate)

Madam President, ladies and gentlemen, in the face of the crisis, let us first establish responsibilities. In the immediate term, this is the war in Ukraine and also the energy sanctions, of which everyone knew what economic disaster they were going to cause. Earlier, it was neoliberalism, free trade, globalism and its procession of offshoring and financial inflation. But all this, ladies and gentlemen, was EU policy long before 2022. Now, the first solution is, contrary to what Ursula von der Leyen is doing, not to continue the dramatic conflict in Ukraine. The sooner peace is found, the better. There is also an urgent need to correct an absurd sanctions regime, which only harms Europe and Europeans. Then let's talk about salaries. Through mass immigration, like the massive regularisation bill that is emerging in France, European governments are deliberately maintaining downward pressure on wages. We have to put an end to it. For a long time, the Rassemblement national has proposed an increase in the real salary of 10%, in return for an exemption from charges. It also proposes to help households in need, by reducing VAT to 5.5% on energy and eliminating it on 100 basic necessities. If speculation must finally be stopped, then yes, let us attack the speculators who play on commodity prices, but also those who, like George Soros, become multibillionaires by speculating on the price of currencies, dragging countries into austerity and people into poverty. It is true that Soros and his networks infest the European institutions, whose news shows us that corruption is rife there. So let’s raise wages, but let’s also stop mass immigration and track down crisis profiteers!

Access to education, food and recreation is fundamental, and I am committed to child protection myself. In these times of energy scarcity and rising costs of living, it is necessary to ensure that these fundamental rights are maintained, with the necessary funds in place. However, in doing so, the European Union is actually only hypocritically trying to repair what it has destroyed. Indeed, if the situation of children has deteriorated, if they are hungry and cold, it is your fault. It was your indiscriminate, irrational and senseless sanctions that deliberately deprived us of oil and gas and caused prices to soar. All this was predictable. Our group had announced it, and you have not listened. Today, it is our children who are paying the price for your wrong choices. Did you know that in France some schools block the heating to eleven degrees and that it is so cold in the classrooms that the principals have to send the pupils home? Do you know that families, because of rising prices, have to limit the duration of showers, the lighting time and the temperature of their homes? Here it is, this atrocious shortage which is daring to be described as ‘happy sobriety’. The European Union is truly the worst placed to solve the problem it has created today. Your foresight and incompetence are the cause of the misfortunes of Europeans. The solutions we have: reintroduce targeted sanctions, relaunch the nuclear industry and lower taxes on basic necessities, including energy. We cannot trust those who lit the fire to put it out. Now there is room for those who had seen it right and who have the solutions to bring back health and hope to our compatriots and children tomorrow.
A truly interconnected Energy Single Market to keep bills down and companies competitive (topical debate)

Madam President, in September here, in this same place, I dared to warn about the dramatic consequences of the energy situation in the European Union. Nothing has changed. Rationings are increasing and shortages are taking hold. We abuse our children by blocking temperatures at 19 degrees in their schools. And the French prime minister can no longer hide that power cuts will inevitably take place. In this context, what solutions do you recommend? The Single Energy Market. What incompetence! Because it is precisely because of this market that electricity is so expensive. A market that harmonises energy prices increases the lowest and lowers the highest. The European Union has consistently sabotaged the most affordable source of electricity, nuclear power, by imposing the liberalisation of electricity and the dismantling of EDF. Not to mention Macron’s responsibility for shutting down Fessenheim and shutting down half of France’s nuclear fleet. But also because the EU's suicidal sanctions have raised the oil and gas price cap. This European energy market is not a solution, but a cause of disaster. We need to get out of it urgently, as several European countries have already wisely done. I predicted that we would end up in the cold and in the dark. This prediction is becoming a reality. Outcome of the modernisation of the Energy Charter Treaty (debate)

Mr President, Commissioner, ladies and gentlemen! While the French, through the European Union’s insane energy precariousness policy, live in hunger and cold, while the very large energy and food companies, for their part, make record superprofits, Emmanuel Macron has found nothing better than to leave the state at the mercy of multinationals before private arbitration tribunals for twenty years. How is this possible? Because of the International Energy Charter Treaty. This treaty was a serious breach of national sovereignty: it allowed companies to attack states whose decisions affected the profitability of their investments. Since 1998, it has allowed companies to pocket more than 85 billion in compensation. Macron left this treaty, of course, but it provided for a clause, called a survival clause, for a period of twenty years, which means that France, during this period of time, can still be attacked by companies. And this, while the treaty was in full renegotiation to remove this clause. This is how we must once again suffer the costly effects of Emmanuel Macron’s bluster. Once again, Macron has, against the interests of the French, fulfilled his mission of defending interests from elsewhere.

Madam President, ladies and gentlemen, on a forced march, you want at all costs to integrate the countries of the Western Balkans into a European Union which is arousing growing distrust on the part of the peoples who are members of it. The same people who, like the French people, overwhelmingly reject any further enlargement. However, in your successive reports, one can only deplore a glaring difference in tone between the States concerned. North Macedonia, a country that is unstable due to the activism of its Albanian minority, does not raise any concerns on your part. Kosovo, a territory as criminogenic as it is corrupt, and not recognised by five Member States of the European Union, is in your favour. And I have fun when I hear that he meets or would meet all the criteria. Bosnia and Herzegovina, the first European country to supply jihadists, undermined by the political Islamism of its Muslim component, which works to marginalise, with your complicity, its Serbian component, is the subject of all your solicitudes. But when it comes to Serbia, it’s fire at will. You want to force Serbia, after illegally cutting it off from its historic cradle, to recognise the pseudo-state of Kosovo. Even the US Secretary of State last week called President Vučić saying: "you will not return to the European Union until you recognise Kosovo". Amazing! You want to dictate its foreign policy when it is the first knot of a state’s sovereignty. You want to ban it from having relations with Russia when historically, it is to Russia, especially since 1878, that the Serbian people owe their sovereignty and independence. You want to ban her from importing her gas from where she wants it, while your stupid energy policy threatens to make the people of Europe shiver this winter. You send him humiliating reports, forgetting that you have subjected the Serbian people to inhumane sanctions and even depleted uranium bombings. So, once and for all, renounce your crazy project, stop your interference and respect the rights of peoples. This year, Frontex, the EU's external border surveillance agency, recorded a 70% increase in irregular entries between January and September compared to the same period in 2021. Faced with this surge in migration, your only response is to dismiss the director of Frontex – whom I would point out was French –, to shamefully refuse today to validate his accounts and to impose even more migrants on the Member States through the Pact on Asylum and Immigration. I already see our opponents sneering and accusing us of being obsessive. But among these illegals, ladies and gentlemen, are the Bataclan terrorists. There are those of Brussels, there are those of Nice, there are those of London, there are those of Berlin. Among these illegals, there are the assassins of Lola, twelve years old, raped, slaughtered, mutilated and cut into pieces last Friday in Paris. For you, for the Commission, these migrants may be just abstract subjects of law or a simple statistical problem. But for Lola’s parents, who could have been our daughter, it’s a broken life for which you collectively bear responsibility. With these illegals coming in, how many future killers? How many future victims? Those who make fun of this subject are odious, unworthy, irresponsible. They have the blood of the dead on their consciences. You have to make it your priority. You need to include it as a matter of urgency in your action programme. Don’t wait any longer, wake up, act!

Mr President, ladies and gentlemen, the conflict in Ukraine, which we must deplore above all, is nevertheless a boon for the European elites. This conflict must end only through negotiation. In this regard, I welcome Marine Le Pen's proposal calling for a major peace conference. In France, other voices are finally rising to explain that the implementation of the Minsk agreements could have saved us from this tragedy. Two former ministers of Jacques Chirac and Nicolas Sarkozy, Luc Ferry and Pierre Lellouche, have also expressed themselves very clearly in this spirit recently. No, Mrs von der Leyen, there can be no armed solution to this conflict because the outcome would be uncertain. There would certainly be only one big loser: Europe, ours, the Europe of nations and peoples, of which the European Union, globalist, immigrationist and vassal of the United States, is the permanent negation. But no doubt, on the side of the Commission or in these spans, some prefer a good war to a bad peace. Yet peace is priceless. And since we are talking about prices, Ukraine must not be the pretext for a new European tax – since Europeans must, it seems, like everywhere in the world, have a vocation to pay for damage from which they are not at the origin. The Ukrainian president himself estimated the amount of his country’s reconstruction at EUR 55 billion – in euros, not dollars, of course. Let us remember, however, the recent report of the Court of Auditors of the European Union, which was particularly inspired by Europeanist views, and which was very harsh on government corruption in Ukraine. Do you want a tax to finance an endless war? We do not want a war tax or a new European tax.
