Oh, Mr. President. The war in Ukraine has been raging for more than two and a half years. EU leaders have been promising an end to the war for almost two years, but we are not one step closer to the end of the conflict. We see incredible destruction. More than half a million people have been killed, and the Ukrainian state and economy are in ruins. The flawed sanctions policy has caused serious damage to European economies. It is time to admit that the war strategy of the Western leaders, the Brussels bureaucrats, has failed. European leaders have dug themselves into this war as if it were their war, the war of the European Union. This led to a pro-war Europe. We need to get out of this. Sending immeasurable amounts of EU money and weapons to Ukraine has not brought the war to an end, and the use of Western weapons on Russian territory threatens to cause real and serious escalation. Brussels is constantly supporting the war, both financially and militarily. Instead of a failed war strategy, a different path is needed: a resumption of communication between the parties, diplomatic contact, then a ceasefire, and then peace negotiations. The war must end, and we must make efforts for peace here, also in the European Parliament.

What did the European Union do in these two things? He was silent. Dear Ladies and Gentlemen, The European Parliament obstructed the procedure against Béla Kovács in Hungary. For more than a year, the European Parliament's immunity committee has not discussed waiving immunity. It prevented accountability from taking place. What is the European Commission doing about the HUF 4 billion campaign support received from outside the European Union? He's listening. Dear Madam President, Out on the streets, hundreds of thousands of European farmers are protesting against Brussels' decisions that are destroying farmers and agriculture. At the gates, millions of irregular migrants are pouring into Europe through the EU’s defenceless external borders. Brutal corruption scandals have come to light here, in-house and in other EU institutions. Brussels, with the European Parliament at the forefront, is the capital of corruption. The Brussels bureaucrats, on the other hand, instead of worrying about the serious problems affecting the daily lives of the people of Europe, continue to deal with the constant blackmailing of Hungary. The Brussels bureaucracy is attacking a Hungary that, unlike them, is able to defend its borders. Hungary, which was able to protect Hungarian farmers instead of Brussels, for example by banning the import of Ukrainian grain. It's clearer than day: Change is needed in Brussels. We Hungarians are the protectors of Europe, Hungary has prevented the entry of 1 million illegal migrants in the last half decade. Illegal migrants admitted by Western countries are now an intolerable burden in these countries. This is why they are now forcibly targeting the countries of Central and Eastern Europe with the problem of the illegal migrants they have allowed in. A regulation has been adopted in Brussels that imposes mandatory quotas and obliges Member States to build refugee camps and migrant ghettos. However, we will not implement these decisions of the European Union, we will not accept the mandatory quota and we will not accept the obligation to build migrant shelters and camps.

Members of the European Parliament's family were running through the streets of Brussels with suitcases packed with thousands of euros in front of police officers who wanted to arrest them. Afterwards, new corruption cases were brought to light at the European Commission’s premises. Various directorates accepted expensive air tickets from those who had to be checked. Corruption, corruption and corruption. These cases occurred in 2021. At the moment, the proposals on their table are about EU farming in 2021. There is not a word in these documents about corruption in Brussels. Dear Madam President, We condemn Russia's military aggression against Ukraine. This is a violation of international law and morally unjustifiable. We are sympathetic to the victims of the war in Ukraine. We have been supporting Ukraine since the beginning of the war. Hungary is providing Ukraine with the largest humanitarian aid in its history. It has taken in more than a million refugees. So far, however, it has not yielded any results that, instead of using the tools of diplomacy, the European Union has pursued only a policy of sanctions that destroys European economies and arms deliveries that risk escalation in the World War. A new approach is needed. Instead of serving other aspects, Europe must formulate and represent its own interests so as not to be dragged into the war. Instead of arms deliveries and further sanctions, we must advocate a truce, peace talks and a European peace proposal that hopes to end the war.

Dear Madam President, Hungary condemns the Russian aggression. We stand on the side of the attacked and stand for the independence and territorial integrity of Ukraine. We also support Ukraine's membership of the European Union. Since the beginning of the war, we have been helping Ukrainians beyond our strength. In the framework of the Hungarian humanitarian aid programme, we have already received more than one million war refugees. When the first decision on sanctions was made, Brussels bureaucrats said the sanctions would put Russia in such a difficult position that it would be forced to end the war. A year later, the war is not only not over, but more brutal than ever. The objective pursued by the sanctions was therefore not achieved. Since the imposition of sanctions, however, inflation, an economic crisis and energy shortages have been looming across Europe. Sanctions are destroying Europe. We need peace. Let there be a ceasefire first, and let no more people die in the war. From the point of view of the whole of Europe, it would be good if the guns were not thundering and we tried to get something out of the peace talks. We must do everything we can for peace.

Madam President, I'm sorry. Dear Prime Minister, The Swedish Presidency, as we have heard, is committed to preserving the unity of the European Union. Well, talking about preserving the unity of the EU is a well-meaning mistake. The unity of the Union, the mainstream Brussels policy, has been shattered in recent years. The consequence and proof of this is Brexit, the exit of the EU's second-largest and strongest member state from the EU. The misguided policy of Brussels has destroyed the unity of the Union. The unity of the Union was shattered by the backlash against illegal migrants in Brussels by the Member States protecting their own external borders, by the continuous witch hunt for the rule of law in Brussels, by the frontal attacks in Brussels on traditional European values, the family, religion and the nation, and by Brussels' attempts to undermine the national and constitutional sovereignty of the Member States. The task is therefore to restore the unity of the Union. This requires a turnaround, instead of a misguided Brussels policy, compliance with the treaties and full respect for European diversity.

Mr. President, please. There is a serious energy crisis in Europe. With energy sanctions, Europe shot itself in the foot. In the third quarter, GDP fell in 8 European Member States compared to the previous quarter and industrial production fell in 14 countries. According to a survey by the German Chamber of Commerce and Industry, 8% of German industrial operators plan to relocate production outside Europe due to unbearably high energy prices. Due to the energy crisis, the gas price is six times higher than the long-term average price. According to Ursula von der Leyen, there will be a shortage of up to 30 billion cubic metres of gas in Europe next year. The problem is not only that prices are skyrocketing, but it is also a question of whether there will be any gas next year. The sanctions imposed on Russia have not brought the war in Ukraine to an end, European people have become poorer and European national economies are slowly being brought to their knees. The time has come for harmful sanctions to be abolished.

Mr. President, please. We are facing the most serious corruption scandal in the history of the European Union. Corruption in Brussels undermines the credibility of the EU's institutional system as a whole. It has become even clearer than the sun that the left's occult rhetoric about anti-corruption is nothing more than junk political lies. The texts of MEPs Kaili, Barley, Freund, Verhofstadt or Sarvamaa, which are transparent and verifiable, serve only to cover up corruption in Brussels. The robber shouted for the panda. The hypocrisy is that you, on the basis of political lies, accuse national governments of corruption on a daily basis and demand financial penalties against them. Meanwhile, corruption in Brussels and the commercialisation of political influence seem to be the norm for you, the system itself, politicised and organised as a civil society. With this corruption scandal, Brussels has lost all credibility in holding others accountable for corruption.
Dear Madam President, Hungary strongly condemns the Russian aggression. We stand for the independence and territorial integrity of Ukraine. We are helping the Ukrainians. Within the framework of the Hungarian humanitarian aid programme, we have received one million war refugees and spent HUF 31 billion to support Ukraine. Our position is in principle: we do not support any new EU joint borrowing and therefore do not accept that the EU finances Ukraine through joint borrowing. In 2020, we only accepted joint borrowing at the request of the Mediterranean countries, as a one-off and exceptional exception that did not set a precedent. We have had tragic experiences. First the communists indebted Hungary, and after 2002 the left-wing governments put us back in debt. We do not want to indebt the future of our children, we do not want the EU to turn into a debt community. Indebtedness is not the common European future. Hungary is ready to help the reconstruction of Ukraine on the basis of a bilateral agreement with the Ukrainians, to secure our share of the money from the national budget.

Moreover, in the conditionality procedure, the European Parliament does not have the power to assess, alongside the Commission, the fulfilment of a Member State’s commitments. Madam President, I'm sorry. Europe is facing an energy crisis. Energy prices have risen dramatically and supply has become uncertain. As a result, businesses go bankrupt and citizens face brutal utility bills. The Commission's response so far has gone backwards. As a result of the sanctions, contrary to the Commission's promises, the European economy has weakened and inflation has skyrocketed. The rise in gas and electricity prices in the summer has been viewed inactively by the Commission, and its new proposals will not solve the crisis. The price restriction of imported natural gas is another sanction that would further reduce the already scarce supply of natural gas, which is a completely absurd idea on the threshold of the heating period. In the debate, the President of the Commission proposed to European families struggling with unaffordable energy bills to send their bills to Moscow to be paid by them. Due to the backfired sanctions, the ensuing inflation and the Commission's inaction, Europeans will send their utility bills to Brussels to be paid by you.

Since the sanctions were imposed, inflation has been on the move, Europeans have become poorer and Russia richer. Europe is at risk of crisis and energy shortages. Madam President, this is not what the Commission promised when it introduced sanctions.

This is the place where these political lies are formulated. For years, we have found that the European left, and more recently also the People's Party, has been accusing and blaming certain Member States for alleged abuses committed against EU funds. Here, then, is the opportunity to look at how the EU institutions manage the money of European taxpayers in the context of protecting the financial interests of the European Union. In 2020, we see that, according to a report by the European Court of Auditors, the amount of irregular and incorrectly used funds exceeded EUR 4 billion. Dear Madam President, The war in Ukraine is causing terrible human tragedies. We Hungarians want the bloodshed to end immediately, and we Hungarians are doing everything we can to help those fleeing the war. The Hungarians moved as one person to help, and in recent weeks we have already taken in almost 600,000 refugees and delivered huge supplies of aid to Ukraine. This is the truth, even if, as part of petty political trolling, many deliberately omit Hungary from the list of countries hosting refugees. Dear colleagues, Although we Hungarians cannot accept it, we are slowly accustomed to the fact that Brussels has been deliberately trying to harm Hungary for years for political and ideological reasons. This was the political strategy of the left, and the Brussels bureaucrats joined the left in this campaign. On Sunday, Hungarian citizens voted in the parliamentary elections. This leftist policy has failed miserably. We've never had more authority than we do now. We won a historic majority in the election. In Hungary, Christian democratic politics, conservative, civic politics and patriotic politics have won. The Hungarians did not express an opinion in favour of Brussels in the elections and in the referendum on child protection. The Brussels bureaucrats therefore attacked Hungary immediately after the elections and yesterday announced the opening of a new procedure. Another process, with war raging in our neighbourhood and the unity of Europe above all else. Now, even in this situation, it is worth calling things by their names. The new procedure against Hungary announced yesterday has nothing to do with the rule of law, what they are doing is a net political punishment. Member States such as Poland and Hungary must be starved financially, the left blared, and Brussels announced yesterday that it would launch this long-demanded starvation procedure, because that is the exact name of this procedure: the starvation process. However, Brussels must also accept the basic rules of democracy and not meet the needs of the Hungarian left, which has just been defeated. It should not incite political warfare against Hungary, but should return to common sense and common-sense dialogue.

It is not an ideological question, but a technological one, which form of energy supply is green and sustainable. Without nuclear energy, it is impossible to achieve ambitious climate targets. And last but not least, we protect the external borders. You don't have to let everyone in. There is no way to put pressure on others to make the same mistakes with the mass admission of illegal migrants.

Madam President, I'm sorry. What the European Commission says about delaying the approval of the Hungarian recovery and resilience plan is a blatant lie. Contrary to the untrue claims, there is no question of a technical dispute between the Commission and the Hungarian Government, which is why the signing of the agreement would be delayed. The Commission and the Hungarian Government reached full agreement on all aspects of the Hungarian plan months ago. As a result of the agreement, a visit by the President of the Commission to Budapest to sign the agreement was already organised. Following the agreement on the Hungarian plan, the political hysteria of the Child Protection Act began, and because of the ideological and political attacks on the Child Protection Act, the Commission has pulled the handbrake and abused its power to blackmail Hungary by withholding recovery funds. So what the European Commission is saying is a net lie, what it is doing is an outright blackmail, a net political banditry.

Mr. President, please. For years, Europe has been at war with the flow of illegal migration and pro-immigration forces supporting illegal migration. Europe is only protected by the Member States in this fight. Brussels' bureaucracy is more likely to be helpless and frivolous, or worse, to attack the EU's external borders and the Member States that protect millions of Europeans. Meanwhile, it is becoming clearer than ever that the European asylum and migration system is failing. There is an urgent need for EU legislation to put an end to illegal border crossings and massive abuses of asylum. And the Commission must help the Member States that protect the borders by exerting their strength, as they wish. The Commission's proposals so far go in the opposite direction: They have everything in them that they don't need, but they don't have anything in them that they need for border protection. Europe can only remain a continent of peace and security if it protects its citizens from the threat of illegal migration.
