Mr President, thank you very much. Listening to the speeches of the left in this room, I have the impression that you are not talking about solving the problem of illegal migration, but, on the contrary, about intensifying the dispute within Europe. During their work on the list of safe countries of origin, left-wing MEPs in the European Parliament opposed the designation of Morocco and Western Sahara as safe countries, arguing that they did not meet the criterion of security and protection of human rights. Recognising a country as a safe country of origin is a prerequisite for a swift refusal of asylum and an effective return policy. Nowhere is it said that a safe country must fully accept the Charter of Fundamental Rights. In this way, according to the left, the entire external world should meet the human rights standards in force in the European Union. I have bad news for you. Such standards apply only in the European Union. Following this logic, no one can be sent anywhere outside the Union, which is absurd. Such a left-wing policy does not protect migrants or EU citizens, is not humanitarian, is ineffective and ignores the social emotions of the people of Europe themselves. Keep doing that, keep doing that, in the next election half of the left-wing deputies in this Parliament will not be in this room.

Madam President, I'm sorry. Nathan Gill was sentenced by the British state before a British court on the basis of information from the British services. He was sentenced because Britain is a country. If we want to make the European Parliament resilient against Russia’s attempts at espionage, corruption and other disinformation activities, we need to rely on nation states. The EU is not a state. She will never have her own intelligence or counterintelligence services. And that is not the task of Parliament, of our Members. This is primarily the task of the institutions in charge of the European Parliament and the Commission, Commissioner, to put pressure on the Belgian State, which, after all, has taken on the task of caring for and protecting the institutions and persons of the European Union on its territory. That's the first one. Secondly, any other path under the title of protection systems inside Parliament, please forgive me, but what I have heard from the Minister that we are to set up an ethics body as a response to Russian attempts at espionage in Europe is simply below any criticism. It's actually a humorous saying, actually an attempt to explain helplessness. It is not ethics that decides here, but the ability to sentence people to prison, who are traitors and spies, on the basis of state instruments. That is the task of the Commission. And this is really the task of Parliament's leadership to force this kind of action.

Mr President, I will only speak Polish. Mr President, thank you very much. We focus only on supply. Instead, in order to close the violent rivers of drugs and related violence, we need to turn our attention to demand. Anyone who buys a small dose of drugs contributes to the aggravation of the phenomenon that terrorizes our societies and becomes the beginning of the chain of death. Our response must therefore reach not only dealers and cartel leaders, but also citizens who use drugs for entertainment. Whoever decides to take drugs also takes responsibility for the development of the entire drug business. We cannot see people taking drugs only as victims, but also as perpetrators of this misfortune. In demanding responsibility from drug users, I call for the memory that other people are the limit of our freedom. If we harm them, we abuse this fundamental principle of freedom. It's time to start learning from this, especially in the face of Mehdi Kassaci's death. Otherwise, this river will continue to flow and kill our society.

Madam President, I'm sorry. Ladies and Gentlemen, For years, Russia has been conducting actions against the West that do not resemble a traditional war, using sabotage, disinformation, provocation instead of tanks and bombs. While we are wondering if Putin will ever strike at EU countries, he is already doing it – only in a different way. Hybrid warfare is about pushing the boundaries of what we consider acceptable, step by step. If we do not say "enough", the opponent will achieve his goals without a single shot, sowing chaos and fear. The essence of the problem does not concern strictly military actions, but effective defense in the sphere of war without war. This is the essence of Russia's actions. We need to be clear about "enough" and define the lines that we will respond to when crossing. At this meeting, I hope we will adopt Parliament's resolution on this issue. There is a suggestion to designate such lines. Without that, Madam President, we continue to encourage the aggressor.

Madam President, I'm sorry. I would like to thank you very much for your solidarity with Poland and for what the Commission has also expressed today. These are very important moments. For the first time in NATO's history, a member state was attacked on its air territory by Russia. I want to say that Poles are not intimidated. In the face of this crisis, we are united. You have all heard about the conflicts within Poland. I want to assure everyone in this room that the Prime Minister and the President are acting together in the face of this crisis. They are coordinating with each other and we are therefore not only intimidated by Russia, but we are also indivisible. It will be anyway. But we also expect support and understanding that only pressure on Russia can stop its aggression.

Madam President, I'm sorry. The effectiveness of the system proposed by the Commission on return depends strictly on the degree of control over persons subject to return orders. They have the right to appeal, but during this time they must remain under electronic or physical supervision. Without this, the whole system loses its meaning, and the effort put into its two most important elements, i.e. mutual recognition of decisions by EU countries and a ban on entering the EU as a whole, will be in vain. I call for national states to be facilitated in the application of surveillance and detention. If a State decides administratively that a person is to leave its territory for security reasons, it has an absolute right, or even an obligation, to enforce that decision. Europe must regain control of its own territory. Otherwise, it will continue to be a broad highway for illegal immigration.

Once again I speak in this Chamber about organised crime, which is the biggest threat on the streets of European cities. We fear a customs war with the US, but a more dangerous crisis is the activity of ethnic gangs in Europe. There is a close link between the current migration policy and the emergence of organised crime. Commissioner, we can no longer close our eyes to this fact. We cannot afford centuries of work, as was the case with the migration pact. I would expect the Commission to put forward proposals that are appropriate to the dramatic situation in the countries of the European Union. Otherwise, we run the risk of social decay worse than all external threats. I do not see in the Commission's speech an understanding of the importance of this situation. We must react to this already, otherwise today's situation in Sweden will be tomorrow for the whole of Europe.

Today, you defend American online platforms and don't mind that their algorithms will be part of America's technological aggression against Europe. For me as a Pole, supporting platform X for AfD is already an act of aggression against my country. And I am surprised that the deputies from my country, from Law and Justice, agree to this. If the European Commission cannot stop Platform X from interfering in European politics, if the DSA becomes a dead law, then the European Union will lose its sovereignty. And you on the right side of the room are the forefront of this aggression. You are traitors to Europe.

Today's Russia is not a Sakharov country, but its persecutors from the KGB. Today's Russia has no conscience. Today we are discussing the historical manipulations they are committing. But it does not matter whether the Russians refer to Moscow as the third Rome, the revolution of the proletariat or the Russian mir. They're just costumes. These costumes cover the most brutal imperialism that wants to destroy Ukraine and the Ukrainian people. Russia grants itself the right to decide whether a nation can exist or not. This is no longer a question of historical manipulation. It is a question of a planned genocide using history as a justification. Now, in these days, in these months, it is up to all of us in Europe, in the European Union, to be able to stand up to this genocide.

Under Rule 202 of the Rules of Procedure, this concerns amendment 10 tabled by the ESN Group, which is inconsistent with the content of the resolution voted today on strengthening the European Union's unwavering support to Ukraine in the face of Russia's war of aggression. The authors of this amendment are members of the Polish far-right Confederacy party, an anti-Ukrainian party that has repeatedly expressed positions in line with Russian propaganda. The purpose of this amendment is to undermine the agreement concluded a few days ago between the government of Poland and Ukraine on the exhumation of victims of crimes committed against Poles by Ukrainian nationalists during World War II. This amendment is intended to torpedo this agreement. (The Chair interrupted the speaker). The adoption of this amendment would be a cruel paradox to this resolution.

Ladies and Gentlemen, It does not matter whether Internet and energy communication cables or gas pipelines are broken by the anchors of Russian ships or by civilian ships under the Chinese flag. The important thing is that we cannot give in to this pressure. Acting under the threshold of full-scale war is the same act of aggression as an armed conflict. Today, Prime Minister Donald Tusk announced the initiative of navy policing in international waters of the Baltic Sea, because only force is a response to hybrid attacks. And this power, in a non-military sense, is at the disposal of the European Union. Let's introduce prohibitive tariffs on goods originating in Russia. Let's stop buying gas, fertilizers, nickel and steel, and in return, finance this war with billions. This is what President Zelensky asked us to do in this room. Let us stop financing Putin's wars in response to the war he has already declared for us.
Stepping up the fight against and the prevention of the recruitment of minors for criminal acts (debate)

Mr President, thank you very much. You cannot close your eyes to reality – this is the motto. A dozen years ago, the world public was shocked by information about child soldiers in Africa. We read with horror reports of a growing wave of abuse of children as cruel soldiers. These acts are classified as war crimes under international law. And now, here in the European Parliament, we are discussing child killers in Europe recruited by drug gangs. Don't be fooled by the difference. There's soldiers, there's gangsters. That's Africa, that's Europe. It's the same thing, because in the end, an armed child kills in the streets. What has happened to Europe over the years? You can't close your eyes to reality. These gangs are ethnic in nature and are the result of a lack of immigrant integration skills. To avoid stigmatising immigrants, affected countries must set up a system of drastic penalties for offenders recruiting children. Only in this way will this process not pay off for European drug warlords. If this does not happen, we will continue to talk about European values, democracy and fundamental rights in this House, but people will continue to die on the streets of European cities and the killers will be children, victims and executioners at the same time. Mrs. Dalia, one sentence: When I hear a ‘holistic approach’, I know that the word means helplessness.
Managing migration in an effective and holistic way through fostering returns (debate)

Madam President, thank you very much. Before the Pact mechanisms start to work, we urgently need to limit the influx of these refugees, who are part of hybrid aggression. The current procedures put the European Union in a situation of helplessness. The use of asylum status is part of the aggression of Moscow and Minsk. We often do not know the actual data of irregular border crossings and asylum seekers. We have the right to know who is coming to us, and if we cannot know, we have the right to refuse them entry into our territory. In Russian doctrine, there is no distinction between the instruments of warfare. Their diplomacy, the acts of diversion they perpetrate in the West, or the migrants they organize, are the same instrument of warfare as their tanks and missiles. I look forward to understanding this fact, especially on the left side of this room.
Prevention of drug-related crimes, their effect on European citizens and the need for an effective European response (debate)

Madam President, thank you very much. No serious criminal group operates without drug trafficking, both locally and transcontinentally. New and disturbing phenomena are emerging. There is a risk that synthetic opioids will begin to fill the void of traditional opioids. This creates a completely new situation. The method of production is new, i.e. the possibility of cheap and mass production of synthetic opioids in laboratories in the EU, competing with traditional drugs. There are new ways of distribution that use advanced technologies, minimize risks on the part of dealers and criminal networks. But importantly, opioids are becoming part of a hybrid warfare. Russia uses the same channels, such as Telegram, both to distribute opioids and other drugs and to misinform Western countries. We must not forget that some of these substances are produced in China. Let us finally start treating this problem as a priority for the whole Union, requiring new strategies, new funds, both this year and in the future. Commissioner, if it is so good and this last strategy has brought such results, why is it so bad? You talked about ports. After all, in Sweden, ports borrow scanners. After all, what is happening on the streets of Sweden, including the involvement of children, is a contradiction of what you said: prevention of children involved in drugs. We will evaluate this policy, which has been carried out by the Commission so far, as it is due to expire next year. But let's not paint the grass green. Europe is in an ever-increasing drug crisis and is threatened by the next wave of this crisis. These are synthetic opioids. And really, if I hear that there were 18 or 17 priorities, I know one of the 25 years of managerial work: If there are 18 priorities, then there are none.

Mr President, thank you very much. The Polish authorities learned about the closure of the German borders on the eve of the introduction of the control. From the German media. This alone shows the risks for the Schengen area. It was just a display of arrogance. The current German government does not want to strengthen external borders, but strengthens internal borders. But this is just a manifestation of a much wider phenomenon. The principle ‘what is good for Germany is good for Europe’ has long since ceased to apply. I warn against national selfishness. No country is strong enough to cope with the challenges of the entire continent. It is as blind avenue as raw material dependence on Russia, automotive dependence on China or escape to national borders from immigration. You don't learn from your own mistakes, but you want others to bear their costs. This destroys European solidarity. More and more often in the European Parliament we ask ourselves: Who stole Germany from Europe?
Organised crime, a major threat to the internal security of the European Union and European citizens (topical debate)

Madam President, thank you very much. Ladies and Gentlemen, The question is this: It won't come, but when will it? This is a question about the presence of synthetic opioids, like fentanyl, in Europe. We are in danger of a wave that could flood our continent. The warnings come from both the US and Canada, where a catastrophe involving synthetic opioids has already occurred and where entire city districts resemble horror scenes. Laboratories producing synthetic opioids are already being detected in the Schengen area and can be distributed across Europe without hindrance. Criminals and traffickers know how to choose their victims. The lives of young Europeans can suddenly be destroyed by unknowingly swallowing even a single pill. Drug addicts will choose synthetic opioids as a cheaper alternative to other substances. Their price is much lower, and the effect is stronger up to 50 times. The European Union's anti-drug strategy to date has proven to be ineffective, inflexible and lacking real capacity to contain this threat. Member States must be supported in this fight by the funds and the common policies of the European Union. The fear of turning people into zombies and the consequent lack of trust in the agency of states and the Union cannot wait for other fears that plague EU citizens. It's a matter of our safety. I therefore call on the Commission and future Commissioners to urgently coordinate and act to stop this scenario. I therefore call on the European Parliament to deal with this matter as a matter of urgency. So much for my speech. Allow me two words of controversy. I was called by name by Mr. Ornament. I just wanted to say that the rule of law is being restored in Poland and Mr Ozdoba's colleagues (and Mr Ozdoba) have lost their power and are being held accountable for it at the moment. And this process will continue and end well.
