Madam President, Minister, Commissioner, This is a time for the European Council to adopt short-term solutions very quickly, with decisions. And without these short-term solutions, it makes little sense to expect long-term goals to be achieved, and therefore just as examples of two additional tasks on the European Council agenda. If the idea is to provide for a firm response to Russia if they use chemical or atomic weapons in Ukraine, the answer must be equally firm now, because what Russia does by destroying Ukrainian infrastructure is actually possible, with more tragic consequences than even if it used these non-conventional weapons. The answer must therefore be extremely strict already at Council level. And a second example of a special tribunal for Russian crimes in Ukraine. If there is no such thing, even if Ukraine pushes Russia back into its occupied territories, then it will not be peace, but a frozen war. Without this special tribunal. And on energy policy, the Commission has developed a lot, and the Council must also take these decisions. Maybe they are not complete, but if they are not adopted, then it makes no sense to talk about a convention on the future of Europe or similar topics, because it does not matter if short-term decisions on energy policy cannot be taken.
