The migratory pressure at the Union's external borders is increasing at a worrying rate and it is therefore necessary to strengthen external border protection. The countries of the Southern Partnership play a key role in strengthening the external borders and countering smugglers and NGOs that practically help them, and it is therefore in the Union's fundamental interest to help them. According to the Hungarian position, instead of mass migration to Europe, help should be provided locally, and help should be taken to where the problem is, and not vice versa. At Hungary's southern borders, we are also confronted with the effects of increasing migratory pressure, with an increasing number of aggressive, in many cases armed attacks by migrants. This is why it is necessary to include the countries of the Western Balkans, especially Serbia, as soon as possible, and to strengthen border surveillance and financially support border protection efforts. Unfortunately, the pro-immigration majority of the European Union has not learned from the mistakes of recent years. This can be seen when, instead of strengthening and supporting external border protection, Brussels proposes a mandatory quota distribution and the introduction of a financial penalty, which will again be interpreted as an invitation by millions of illegal immigrants. This is not a solution to Europe's ever-increasing problems, but rather an intensification of migratory pressure towards the continent and the creation of migrant camps. The migration pact is therefore unacceptable in this form.
