Madam President, Commissioner, ladies and gentlemen, today digital runs faster than our ability to distinguish truth from falsehood and, according to the most recent estimates, content. deepfake They grow exponentially. The most worrying fact is that many of the deepfake have sexually-motivated content used to humiliate, blackmail, and target the reputations of women and minors in particular. Today we have strong regulatory tools that need to be applied fully and decisively, but this is not enough in the face of evolving digital dynamics. Italy has introduced into the penal code the illicit dissemination of deepfakeRecognising it as a new form of digital violence. It is the first organic intervention of this kind in Europe and represents a model that dialogues in a way that is consistent with current European legislation. The fight against the deepfake Illegal and offensive is a battle of digital civilization for ethical and responsible use of technology. So we all have a duty to give balanced answers, with intelligent and targeted rules, that create a solid perimeter in which we can unleash ingenuity and innovation, putting people at the center, however, and not algorithms. The Italian experience shows that it is possible to do so.

Madam President, Commissioner, ladies and gentlemen, there is a history that is often repeated in Europe: someone with a strong idea, a computer turned on late, the desire to really try. At first, everything seems possible. Then came the first questions: Where do I open the company? What rules should I follow? What if I want to leave the country tomorrow? In the face of these doubts, many people stop, not because they lack talent or because the rules are right, but because the rules are too many, sometimes too different and too confusing. The idea of the 28th regime stems from this very story. It was born to tell those who want to do business that Europe should not be an obstacle. A simple, optional, harmonised European legal framework, which must mean less bureaucracy and more time and resources to innovate, hire and compete. A set of common rules that strengthens the internal market and puts those who create value back at the centre. And since we have been talking and talking about it in Brussels for more than fifteen years, let us make sure that this is the right time and that we can discuss the details, because we do not want this to be reduced to yet another labyrinth of rules. And on this, it's time, and we're here.
