2026 budgetary procedure: joint text (debate)

Madam President, first of all I would like to thank my political group, the European People's Party, for the confidence in appointing me to the negotiating team. My participation in this process is both an honor and a responsibility. The European Union’s budget for 2026 demonstrates in practice our collective effort for a more united, resilient and fair Europe. After demanding negotiations, we have secured additional resources that support meaningful policies, enhancing citizens’ daily lives and the Union’s competitiveness. For my country, Cyprus, an increase of EUR 500 000 for the Committee on Missing Persons is of particular importance. This reinforcement allows for the continuation of the critical humanitarian mission to ascertain the fate of our missing persons. Reinforcing €10 million in Civil Protection and RescEU is not just a number. It is greater readiness, modern equipment and faster response to any natural disaster. At the same time, we are empowering critical policies, health, farmers and especially young people. We invest in research, innovation and Erasmus+, creating opportunities that truly change lives. I warmly thank my colleagues in the negotiating team and in particular Andrzej Halicki and Matjaž Nemec.

Mr President, ladies and gentlemen, 51 years have passed since the barbaric Turkish invasion. The Republic of Cyprus does not need compassion or wishful thinking, but the immediate restoration of justice. We strongly condemn the illegal and unilateral proclamation of the occupation, separatism and the continued illegal military occupation by Turkey. The historical truth cannot be called into question. The recent provocative statements by the Turkish side, which reduce the invasion to a legitimate and peaceful intervention, are an insult to memory and an attempt to falsify history. I am one of the thousands of refugees who were forced to uproot from their homes and live away from the land they were born in. I was denied the right to grow up in the city where I was born. Cyprus demands the obvious. Comprehensive and just solution on the basis of UN resolutions, with the European Union playing an active and decisive role in the implementation of international law. Ladies and gentlemen, it is time for decisive action and tangible results. 51 years is a long time for Cyprus.

Madam President, Commissioner, ladies and gentlemen, the European Union is not just an economic and political union. It is a family of 27 states working together to ensure peace, prosperity and solidarity. In my capacity as shadow rapporteur for the 2026 budget, I consistently defend the need to ensure that European institutions have sufficient resources to do their work effectively for the benefit of European citizens. A strong budget for the institutions means a Europe that is more reliable, more competitive and more able to defend the interests and rights of its citizens. At the same time, the budget is an act of solidarity and investment in our common future. That is why we support the increases requested by the European Parliament for Erasmus+, for the Civil Protection Mechanism, for the farmers and young farmers who are the backbone of Europe, and for small and medium-sized enterprises.

Mr President, before I give you my final remarks in Greek, allow me to thank once more my colleagues, the shadow rapporteurs from all political parties and all of my colleagues for the nice words. I would like to let you know that your help was appreciated. I would like to thank the Commissioner as well for the nice words. Mr President, I have listened respectfully and attentively to all positions and opinions. I am convinced that as a European Parliament we can be useful and beneficial to the citizens, businesses and economies of the Member States of the European Union – and on a personal level, this is what I always focus on. As I said in my introductory statement, the report creates the conditions for a simpler, fairer and more competitive Europe, and I am particularly pleased that we have succeeded in securing a broad consensus on the report, putting aside any political differences that divide us. Most of us in this Chamber fully understand the need for a more simplified tax environment that will enhance competitiveness and make it easier for citizens and businesses, especially small and medium-sized ones. Mr President, Commissioner, as a Member of the European Parliament of a small but dynamic economy, Cyprus, I see every day small and medium-sized enterprises struggling with complex tax rules. The report we are presenting today shows the way to a simpler, fairer and more competitive Europe. As author of this report, I would like to express my sincere thanks to all the political groups that participated constructively in the negotiations and supported the final text. The broad consensus we have achieved shows that, despite our differences, we can join forces when it comes to a common goal: strengthening competitiveness and fairness in the European Union. We all understand that the European Union needs a simple, modern and functional tax framework that encourages entrepreneurship and small and medium-sized enterprises, attracts investment and supports social cohesion. At a time of heightened economic challenges and fierce competition in the global economy, a simpler tax environment is vital. Commissioner, the report shows the way to simplify procedures, to create clearer rules, while at the same time supporting the maintenance of high standards against tax evasion and aggressive tax avoidance. To enhance competitiveness, an in-depth impact assessment, greater use of digital tools to reduce compliance costs, improved coordination between Member States and a revision of unnecessary rules that place a disproportionate burden on small and medium-sized enterprises, which are the backbone of the European economy and essential for growth in all Member States, are deemed necessary. Ladies and gentlemen, I therefore call on you to support this report as a decisive step towards a more competitive, fairer and more united Europe.

Mr President, Commissioner, housing is a fundamental social right. However, throughout Europe and especially in Cyprus, thousands of citizens are even struggling to secure a decent and affordable home. President Von Der Leyen’s announcement of affordable housing is a first positive step, but now actions are needed: making use of European financial instruments, mobilising the European Investment Bank and involving the private sector as a strategic partner. We have informed the Cypriot government about the available European tools and should make the most of them in order to create real solutions for affordable housing. Ensuring decent housing for all is not an option. It is an obligation to our citizens and to future generations.

Mr President, Commissioner, imagine being arrested in your own country by authorities that no one recognises while you are going to your father's house. This is an unthinkable reality on European soil in 2025. From July 19 until today, 5 Greek Cypriots have been held hostage because they dared to visit their own property in the occupied territories. Today, we were informed of the provisional release of the three on parole until the so-called trial, while the other two remain in detention. The legal responsibility for this illegality lies with Turkey. These arrests are not accidental. They are targeted intimidation to prevent legal proceedings against the illegal exploitation of Greek Cypriot property and to discourage any claim of rights. He can't get through. We call for immediate liberalisation and targeted measures against Turkey at European and international level. The European Union cannot remain neutral in the face of illegal arrests of European citizens on European soil. Cypriot European citizens need actions against Turkey, not words.

Mr President, my country, Cyprus, is once again paying a very high price for climate change, as are other countries in the South, which are affected by extreme temperatures. Since the devastating fire that broke out last July in the mountainous Limassol, two people have died and more than 120 square kilometers of land, houses, properties and crops have become ashes. Commissioner, the European Union cannot consider that it has done its duty with a few words of sympathy. We don't need sympathy, we need action. We have an obligation to invest in prevention and preparedness by strengthening RescEU. European citizens expect practical support. European air and ground assets should be permanently deployed in strategic locations for immediate emergency response. No Member State should be helpless. If we relive such moments without the possibility and plan of reaction, the responsibility will lie with you personally.

Mr President, ladies and gentlemen, the horrific terrorist attack on the Church of Prophet Elijah in Damascus, which left dozens dead and wounded, demonstrates the tragic reality experienced by religious minorities in Syria. We strongly condemn any heinous act of violence targeting innocent believers in worship and express our sincere condolences to the families of the victims. The presence of Christianity in Syria is deeply rooted in the history of the region and the Orthodox community is an integral part of Syria's rich cultural and religious heritage. It is our duty to defend the fundamental rights of all religious minorities and to demand that the Syrian authorities and the international community ensure the protection, freedom and safety of Christian communities and all minorities in the country. Europe must help defend religious freedom and the protection of Christian communities, wherever they are, so that they can continue to practice their faith. We must take initiatives for the immediate protection of Christians in Syria. The protection of religious minorities is not only our moral duty, but also a necessary condition for the stability and future of the region.

For small Member States such as Cyprus, ensuring sufficient quantities of critical supplies, be it medical equipment medicines or other essential goods, is crucial. The geographical location of Cyprus and its own needs make European solidarity and joint planning essential preconditions for the effective management of future crises. Voluntary joint procurement, as foreseen by recent European initiatives, is the most powerful tool to ensure that no Member State, regardless of size, is left behind in times of crisis. By working together and pooling our market and purchasing power, we can achieve better prices, faster access and a fair distribution of critical stocks. We can't rest. We need to invest in flexible, transparent and coordinated stockpile systems that take into account the needs of all Member States.

Madam President, today's debate on the European Union's preparedness for forest fires and drought comes at a time when countries in the South, such as Cyprus, are suffering from catastrophic fires and prolonged periods of drought. Early detection, proper preparation and excellent cooperation between Member States and relevant services are needed to effectively address the challenges. We recognise the importance of the European Union Civil Protection Mechanism, which makes a substantial contribution to coordination and immediate response, but unfortunately it is not enough to successfully tackle the problem. We need to ensure that the European Union budget, including the next Multiannual Financial Framework, has sufficient resources to prevent, prepare for and respond to drought and fires, and must ensure access to water for all Europeans, especially in countries with prolonged droughts, such as Cyprus.

Mr President, Commissioner, ladies and gentlemen, the success of the European Investment Bank is a cornerstone of Europe's economic growth and cohesion. The EIB has been instrumental in financing strategic projects, fostering innovation, infrastructure and sustainable development in all Member States. I would like to underline with great satisfaction the possibility of financing Cyprus in response to the housing crisis. Following confirmation from the Bank's leadership, I am pleased to announce that our country can use more than €100 million in funding to support students and low-wage households. Madam President, Commissioner, gas fields in the Exclusive Economic Zone of the Republic of Cyprus are not just a national priority; This is a crucial opportunity for the whole of Europe. They can be instrumental in diversifying energy sources, enhancing security of energy supply, as well as facilitating the timely achievement of gas storage targets. What does this mean in practice? A Europe that responds more flexibly to market needs and ensures lower prices for both its citizens and businesses. In this context, our cooperation with reliable partners, such as Israel and Egypt, is of strategic importance. Together we can secure alternative energy sources for Europe and reduce our dependence on non-EU countries that are often intransigent. But more European support is needed for the necessary infrastructure. It is necessary to end the energy isolation of the Eastern Mediterranean and to link it sustainably with the European energy network. It is not only a matter of political will; It is a matter of strategic foresight.

Mr President, today, in the debate on Turkey's progress on its accession path, it is our duty to address Turkey's blatant disregard for international law and its European obligations. 51 years after the illegal invasion and occupation of the northern part of Cyprus, Turkey continues to ignore UN resolutions and its commitments to the European Union. For 51 years, thousands of refugees have been denied the right to return, while our churches and culture have been desecrated. Mr President, ladies and gentlemen, it is currently estimated that there are between 6 000 and 8 000 rare diseases affecting some 30 million European citizens. Behind each case lies a human story. Adults and children are desperately seeking diagnosis and waiting for treatment. For smaller EU countries, such as Cyprus, the problem is even bigger. Immediate action is needed at European level. Commissioner, patients in small countries are entitled to the same level of treatment as in larger countries that have more cases and know-how. The establishment and strengthening of national rare disease registries within the European Reference Networks is essential for the effective recording, monitoring and management of rare diseases at national and European level. Madam President, honourable Members, the recent arrest of Istanbul Mayor Ekrem İmamoğlu is yet another example of Turkey's ever-increasing violation of human rights and democracy. These are practices incompatible with European values and the rule of law. These phenomena are familiar to Cypriot Hellenism, which continues to experience the occupation of the northern part of Cyprus by the Turkish invader. Mr President, Commissioner, ladies and gentlemen, I am really pleased with the speeches I have heard from almost all my colleagues. The legislative proposal on critical medicines is a major step towards strengthening the European Union’s strategic autonomy in the health sector. I underline the need for joint procurement of medicines, medical supplies and devices. Through it we ensure timely and affordable access to essential medicines for all Member States. Especially for smaller Member States, such as my home country Cyprus, the joint procurement of medicines can make a huge difference in the availability and cost of medicines for the patient. At the same time, we must ensure that the safety of medicines follows the strict criteria we set for the health and well-being of our citizens. European Union initiatives have already demonstrated that joint actions allow for faster and more effective responses to health crises and challenges. Thank you very much.

Mr President, Commissioner, ladies and gentlemen, Turkey is violating the basic principles of democracy, human rights and the rule of law. As Parliament's chief negotiator, I said that the dictatorial persecution of members of the Kurdish minority proves that the country is moving away from every European authority and value. The silencing and repression of political opponents constitute inhuman and degrading treatment. Turkey illegally occupies half of my homeland, has been convicted and has never complied with the rulings of European courts. Europe cannot tolerate Turkey's provocative stance. We will not negotiate our democracy with Erdoğan's authoritarian rules. The principles of the European Union are not negotiable. Democracy is the cornerstone of our Union and the countries that want to be members must respect them.

Madam President, Commissioner, ladies and gentlemen, cryptocurrencies are transforming the financial landscape and their future in Europe may be promising. The European Union has adopted a regulation that will bring greater transparency, investor protection, stability and integration of the digital medium into the economic system of the European Union. The absence of clear rules at global level has led to scandals that have shaken investor confidence, highlighting the need for a more specific framework. Also, in Cyprus banks are very cautious about opening accounts for cryptocurrency companies. With the right regulation we can encourage banks to become more supportive and allow the sector to flourish. We are entering a new era for the digital asset, after the new US government announces that it will adopt a friendly attitude and framework for the operation of cryptocurrencies. We can't delay. We need to be more active and ready to seize this opportunity for innovation. The industry needs fair and transparent global rules. The European Union is well equipped to lead innovation in the field of cryptocurrencies. It's time to prove it.

Mr President, I stand before you today as a Greek Cypriot Member of the European Parliament and a survivor of war. Fifty years ago, in the Turkish invasion, I was a forty-day-old displaced infant. Today, while I can move freely across the 27 Member States of the European Union, I cannot live in my home in Famagusta. The issue of our missing persons is still an open wound. The international community must condemn any attempt to legitimise the illegal secessionist entity, as decided by the United Nations Security Council. The Republic of Cyprus is sovereign. The Cyprus problem is also a European problem. We want and demand the full support of the European Union. Why is the violation of international law in Ukraine causing a reaction, while Cyprus is silent? Why have our displaced people not received compensation from European funds?
