Did you know that a child who has not yet been born has the right to inherit? But you think he has no right to life. The Constitutional Tribunal in Poland, acting legally and lawfully, ruled that one of the three grounds for termination of pregnancy was illegal and therefore annulled it. Ladies and Gentlemen, Poland submitted and was due to receive an opinion from the European Commission on the National Reconstruction Programme. The European Commission had a certain amount of time to do so. Unfortunately, this commitment has not been fulfilled. The Commissioner speaks of principles: the principles of transparency, fairness and the rule of law. I am sure the Commissioner knows that the rule of law must be in line with the spirit and the letter of the Treaty. I am sure the Commissioner knows that justice is an exclusive competence of the Member States. So why is the European Commission failing to fulfil its responsibilities? Why is the European Commission trying to link the RRP to the conditionality mechanism and force concessions on non-fund related issues? I do not see a link between the approval of the RRP and the judgment of the CJEU in the case of the Disciplinary Chamber. You know that the administration of justice is a competence of a Member State. By its laziness, the Commission is not only violating European law, Commissioner, but is actually showing that it is not about the economy, but about politics, about ideology. You are not a super-government, you are transgressing the law and breaking European law.

Commissioner, I'm sorry. Mr President, thank you very much. Domestic violence, psychological violence, physical violence, sexual violence is an absolute evil. Last year, an anti-violence law was passed in Poland to quickly isolate the perpetrator of violence from the victim and order the perpetrator to leave the apartment immediately. I think it's important that we exchange good practices. I think it is very important that we respect the law and take into account the competences of the Member States and those of the EU institutions. If we want to talk about violence, and so often the need to protect children from violence is emphasized here, I once again appeal to you: Stop practicing hypocrisy, pay attention to the great problem that still exists in the European Union, which is adult marriage with children. It is time to stop this barbarism in the 21st century. It's time to put an end to this. I call on the Commissioner to address this issue.

Unfortunately, this practice continues in the European Union. But I also want to make it clear that I am against an instrumental approach to such a serious problem. The fight against violence against women cannot become an instrument of ideological struggle, and this is unfortunately an ideological project. Please note that the notion of gender is not a treaty notion, as are notions such as patriarchy or LGBT. Therefore, there may be many inaccuracies in the application of the law and the lack of clarity in criminal law creates uncertainty and potential abuses. The need for protection from violence. This is a very important challenge. Too serious to impose an ideology under his pretext. Madam President, I'm sorry. Commissioner, I'm sorry. Once again, there is a debate about Poland – never ending story. The same allegations of the alleged violation of the rule of law continue to be made. How would you not know that only the legal Article 7 Treaty procedure did not even identify a risk of a breach of the rule of law. This resolution is unfair and dishonest towards Poland. You talk so much about the rule of law and democracy, and you exclude our advisor from the resolution. But if you want to discuss it, please. The media in Poland is free and there is no problem with freedom of speech. It is outrageous to call for the suspension of funds from the RRP, making their disbursement conditional on the Prime Minister withdrawing his application to the Constitutional Tribunal. This is undue political pressure. I have no words to condemn further attempts to encroach on the competences of the Member States in the areas of the judiciary, health policy, family protection or education. The reforms we have introduced are based on similar solutions as in other Member States. Unfortunately, the European Parliament, which talks so much about fighting disinformation, creates this disinformation itself – even through this debate – because there are no LGBT-free zones in Poland. And since Mrs. Jourova was in Poland, she should tell us today in which city, on which street there are zones that LGBT people are not allowed to enter. You know this is a lie. Stop teaching Poles how to live, how to vote, whom to choose. It was the Poles who elected the parliamentary majority that formed the government in free democratic elections. It is time for you to finally respect that. Stop unlawfully insulting Poland and Poles.

That is why we must do everything we can to ensure that the regulations we propose are understandable to citizens and bearable to citizens. Mr President, thank you very much. Commissioner, I'm sorry. Ladies and Gentlemen, Thank you very much, Commissioner, for your proposals. I know that you are a prudent person and that you also take a prudent and sensible approach to ensuring animal welfare. Ladies and Gentlemen, Unfortunately, despite the commitment made 30 years ago by the Commission, the number of animals used in science and research has fallen slightly, so it is certainly time for change. According to the research, about 12 million animals that are bred for scientific purposes are unfortunately finally killed without final use. These animals could be managed in some way. Although Directive 2010/63/EU lays down basic rules for the protection of animals used for testing, unfortunately there is no strategy for replacing animals with alternative forms. Therefore, there is a need to prepare actions to facilitate the transition to technological innovation, the transformation of animal welfare improvements. Health and environmental challenges, biodiversity protection, climate protection require us to step up our efforts, investing first and foremost in science, regulatory research and education. And this growing social sensitivity, which we are talking about here, transparency of the EU institutions, transparency should put more emphasis on these issues.

Once again, the European Parliament is proving a breach of the rule of law, as according to Article 5 of the Treaty, the Union shall act only within the limits of the competences conferred on it by the Member States, and according to Article 4 of the Treaty, the Union shall respect the national identities of the Member States, i.e. the right to decide on education, the protection of children, legislation. The law adopted by the Hungarian Parliament is anchored not only in EU law, but also in international law. Unfortunately, the left-liberal majority of the European Parliament even wants to interfere in the Hungarian constitution, challenging the obvious provision confirming that it is the woman who is the mother and the man who is the father. The left-wing aggressive social engineering you're pushing for is a civilizational threat. I therefore call for support for the ECR resolution, which restores order and has nothing to do with homophobia. Don't attribute your negative emotions to us.

Madam President, I'm sorry. Protecting children from violence and abuse is our responsibility. These new rules will make children online safer. Under the new rules, online services and social media will be able to detect and report cases of child sexual abuse, remove material and help identify perpetrators. Pedophilia, child seduction, child pornography are criminalized offline and should be treated the same way online. Unfortunately, the time of the pandemic has increased the demand for paedophile materials, and this means that there are even more of these vulnerable victims. Without the compromise reached, the current practices of detecting, reporting and removing child sexual abuse would not have been possible, I am addressing you here, Mr Greens. Meanwhile, the new regulations fill precisely this legal gap, which arose after December 21, 2020. Therefore, thanks to the developed regulations, children will be safer. The safety of children online is up to us adults. We must protect them and take up this challenge.
